Job Summary

The incumbent in this role is responsible for providing executive-level leadership and direction for all citywide heating, ventilation, and air conditioning (HVAC) and boiler plant operations (BPO). The position directly supervises the HVAC Operations Manager and the Boiler Plant Operations Manager and ensures that mechanical systems across the District's facility portfolio operate safely, efficiently, reliably, and in compliance with all applicable laws, regulations, and standards. The incumbent leads strategic planning, resource alignment, operational oversight, and performance management for all mechanical systems functions within FMD.

Duties and Responsibilities

Serves as the Manager and as the principal advisor to the Deputy Director of Facilities Management on all aspects associated with the mission and responsibilities of the unit; and represents and serves as a technical expert and advisor to other managers and officers in the agency regarding the unit. Responsible for the supervision, management, and accountability of a workforce encompassing administrative support and trades and craftsmen who are responsible for carrying out the functions of boiler plant operations, physical building management services and housekeeping, and grounds and maintenance for various facilities. Develops and implements strategies, goals, and objectives for the unit and for future projections for work scheduling, operating budget, and manpower needs; and recommends changes to policies and procedures, etc., to the Deputy Director of Facilities Management. Ensures that all work activities are performed in accordance with agency policies and standards. Analyzes the application and utilization of materials, manpower, and financial resources in accordance with criteria outlined within program requirements and directives; and, ensures that supplies and equipment utilized by the unit is properly maintained and stocked to meet operation needs.Prepares and manages the unit's operating budget associated with maintenance activities and manages the procurement of materials, supplies, equipment, and tools required for the execution of all maintenance programs. Conducts building facilities operating condition assessments as needed to determine and ensure that program requirements are met. Researches products, materials, and equipment needed. Plans and coordinates various projects, utilization of manpower, rescheduling and shifting the workload and tours of duty, long-range and short-range goals, and any predicted or unanticipated emergencies, etc. in conjunction with subordinate supervisors. Makes decisions concerning allocation of resources to meet demands for required services. Reviews and consolidates status reports prepared by all levels of subordinate supervisors on the conditions of all facility operations and submits the report(s) to the Deputy Director of Operations and Maintenance as requested. Keeps all stakeholders informed of problems encountered and determines or recommends resolution.

Establishes standard operating and emergency procedures for critical response activities that is needed during regular work hours, evenings, weekends, and holidays. When required the incumbent personally participates in emergency crisis and/or provide guidance or direction to critical problems or issues. Reviews and evaluates information and data regarding the unit's accomplishments, productivity, performance goals and objectives from sources such as the Annual Inspection Summaries; Capital Improvement Projects; Operations Reports; Inspections Reports; Emergency/Service Work requests; Manpower Availability Reports; etc. to make critical and timely operation decisions and improve operating efficiency and effectiveness. Develops new mechanisms to ensure appropriate resource allocation, productivity standards, and innovated work methods. Improves operational efficiency, reduces overlap and duplication, increases accountability, and improves linkages and communication. Incorporates management improvement recommendations into ongoing unit activities.

Represent the DGS at planning meetings, community meetings, and/or related events.

Assigns, directs, and reviews the work of subordinate managers and supervisors. Determines the most appropriate and up-to-date materials, equipment, and resources needed.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment

Essential Designation: This position has been designated as an Essential position under the provisions of District Personnel Manual Chapter 12. As such, individuals in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. These duties may be performed when the government is closed or when most employees are dismissed early. Employees designated as essential shall be required to be at work regardless of the emergency situation declared.
