Job Summary

The Public Service Commission of the District of Columbia (Commission), a leading utility regulatory agency, is looking for a talented Financial Analyst with utility experience, who can make a professional difference in the Nation's Capital. As a Financial Analyst, you will be involved in a challenging variety of utility regulatory projects, including: ongoing financial analysis and monitoring efforts for $1B+ of electric and gas utility infrastructure upgrades, rate cases, management audits, utility merger case activities, electric and gas distribution strategic initiatives and long-term planning reviews.

In this role, you will have an opportunity to interface with key stakeholders from federal and state agencies, including other state public service commissions, FERC and the SEC. You will also interface with professionals of Fortune 500 energy companies, energy developers and providers, as well as regulatory professionals from across the Nation. This position is in the Office of Accounting and Finance within the Office of Technical and Regulatory Analysis (OTRA) of the Commission. The Commission regulates the utilities and competitive companies that provide natural gas, electricity, and telecommunications services to District of Columbia ratepayers. The mission of the Commission is to serve the public interest by ensuring that financially healthy electric, natural gas and local telecommunications companies provide safe, reliable and quality utility services at reasonable rates for District of Columbia residential, business and government customers. OTRA advises the Commissioners on accounting, economic, engineering, and financial issues in formal cases that are before the Commission.

Duties and Responsibilities

The Financial Analyst is responsible for providing authoritative advice to the Chief of Accounting and Finance and the Commission on the full range of financial issues associated with the regulatory oversight of utility companies. Completes individual financial analysis and research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation . Reviews, analyzes and summarizes pertinent documents filed in formal proceedings, including testimony, briefs, Commission orders, motions, notices, and reports. Examines and analyzes the capital structures, rates of return, credit ratings and other financial data contained in applications for rate adjustments submitted to the Commission by public utilities and others to determine if these applications are reasonable and conform to the Commission's rules of practice and procedure. Performs credit rating analysis and assesses operating and financial risks faced by telecommunications, electric and gas companies. Reviews and analyzes the utilities' revenue and cost data to determine whether they appropriately reflect the operations of the companies in the District of Columbia. Participates in preparing advisory memoranda, including rate case and investigative orders involving complex financial issues. You will also serve as the Commission's liaison for the District public utilities, District agencies, and third-Party suppliers, ensuring alignment with regulations, market transparency, and smooth operations. You will perform compliance monitoring and regulatory reporting, and ad-hoc stakeholder inquiries.

Qualifications and Education

This position requires expert knowledge of the theory, concepts, principles, and practices of finance to provide a broad range of financial analysis support on all matters relating to regulated energy and telecommunication entities in the District of Columbia. Expert knowledge of utility ratemaking theory is used to develop and present costs of capital, rates of return, and credit ratings analysis. Demonstrated experience in credit ratings analysis and review of company financial data. Expert knowledge of financial markets and understanding of industry trends and practices as related to jurisdictional utilities and competitive companies operating in the District of Columbia; as well as Commission orders, FERC and SEC orders, proposed rulemakings by state and Federal administrative and legislative authorities, pertinent to the regulation of jurisdictional utility companies. Comprehensive knowledge of the sources of financial and other data specifically related to regulated industries, including the rules and statutes under which the Commission functions. Ability to perform broad and complex research tasks, and skill in identifying problems and making recommendations for changes and revisions. Excellent skill in oral and written communications to develop cross-examination questions, prepare data requests, develop reports and comments on accounting and auditing matters, render advice to Commissioners, respond to inquiries, and make presentations.

Work Experience

Applicants must have five (5) years of experience in a utility or regulatory environment with respect to finance and accounting. In addition, applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level (Grade 12) or its non-District equivalent. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Education

Graduation from an accredited college or university with a bachelor's degree in finance, accounting, business administration or other related field (with concentration in finance and/or accounting).

Licensures, Certifications and Other Requirements

Chartered Financial Analyst (CFA), Certified Public Accountant (CPA), Chartered Accountant, Certified Management Accountant (CMA) or other related certifications. Preferred.

The work is performed in an office setting.

Tour of Duty: Monday Friday 9:00 a.m.- 5:30 p.m. Alternative Work Schedules (AWS) and remote-hybrid schedules may be available.

Collective Bargaining Unit

This position is in the collective bargaining unit represented by AFSCME, District Council 20, and you may be required to pay union dues through payroll deduction.
