Description

The City of Roanoke is seeking a Facilities Manager to serve in the Department of General Services and Sustainability. The Facilities Manager is required to manage the Facilities Management & Custodial Services divisions. In coordination with the Facilities Superintendent, the Facilities Manager will manage the city-owned buildings- plumbing, electrical, HVAC, structural, paint, and custodial staffing. The Facilities Manager will also monitor the budget and make decisions on whether projects can be completed with in-house staffing based on budgeted amount and man-hours available. Other expectations include assisting the Director of General Services in many Senior-Management level meetings, supervise staff and support the Supervisors on all Facilities business operations, carry out supervisory responsibilities in accordance with the organization's policies and applicable laws, and is responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

This is an exempt position.
Examples of Duties

SUMMARY
Directs plans and coordinates the operation of the division of Facilities Management engaged in building maintenance, repair, renovation, and retrofitting projects and custodial services activities. Responsibilities entail customer service, productivity measurement, process improvements, planning, strategic management, communications, and performance effectiveness that take into account life cycle costing to ensure that projects are completed with sustainability in mind.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

May include the following, depending on the area of assignment
  • Works with and oversees the Facilities Business Coordinator on outsourced maintenance and contracted projects.
  • Responsible for budget preparation, capital expenditures, and building interior replacement and repair expenditures.
  • Advises on the solution of difficult work problems encountered
  • Ensures required OSHA and other mandated training and certifications are completed by assigned staff.
  • Enforces sound safety and housekeeping practices.
  • Reviews surveillance videos throughout the city when requested by staff or the Police Department
  • Supports the work of staff engaged in general building maintenance involving electrical, heating, air conditioning, carpentry, painting, mechanical, and plumbing, ensuring that the work is within budget and in relation to the annual CIP.
  • Establishes goals and objectives, sets priorities, develops and implements schedules and operating procedures.
  • Experience working in a cross-functional team environment.
  • Coordinates the Space Management Committee under the direction of the Director of General Services.
  • Ability to establish a culture of safety for employees, ensure that work processes are free from safety and health hazards, ensure employees are properly trained, and maintain programs that support safety.
  • May be required to wear respiratory protection in the performance of duties.
  • Prepares spending analysis, capital maintenance, financial estimates, and divisional reports as required.
  • Develops and implements divisional operational and personnel policies, and recommends new or revised policies to the Director.
  • Prepares the division's operating and capital budgets and monitors and/or approves expenditures.
  • The ability to develop an expenditure forecast.
  • Prepares long-range plans for the division that include financial analysis and project review.
  • Supports City-wide sustainability efforts in energy reduction, performance contracting, power purchase agreements.
  • Coordinates with applicable departments and divisions on budgetary issues, projects, plans, and specifications.
  • May be required to take classes or training to enhance job performance.
  • Essential Personnel and required work in an emergency condition.
  • Returning phone calls within a reasonable time.
  • Available to receive calls from on-call technicians after-hours/weekends and may be required to report to a location at to direct and or coordinate repairs.
  • Knowledgeable in risk management principles and general practices.
  • Knowledgeable in American Disability Act.
  • Development & maintaining of a Preventative Maintenance Schedule for all city facilities and equipment.
  • Background in understanding system controls and automation.
  • Customer Services acumen.

SUPERVISORY RESPONSIBILITIES
Supervises approximately 60 employees in the Building Maintenance and Custodial Services. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Bachelor's degree from a four-year college or university with a major in business, public administration, civil, structural, or mechanical engineering, or a related field; five to ten years of related managerial experience in construction, property management, or a related field, and knowledge of and experience with LEED-certified renovations or new projects; A Master's degree in one of the fields is preferred or an equivalent combination of education and experience. Seven to ten years of progressive experience, including supervisory experience, required.

Ability to respond to inquiries or complaints from citizens, regulatory agencies, or members of the business community orally and in writing. CERTIFICATES, LICENSES, REGISTRATIONS

One of the following certifications is preferred: Certified Facility Manager (CFM), Certified Professional Property Specialist (CPPS), Certified Professional Property Administrator (CPPA), Certified Professional Property Manager (CPPM), Facilities Management Administrator (FMA), Certified Project Manager (CPM), Systems Maintenance Administrator (SMA) or Facilities Management Professional (FMP). Must possess a valid, appropriate driver's license issued by the Commonwealth of Virginia.

Must pass/maintain Level 1 CJIS (Criminal Justice Information System) certification yearly - as applicable.

Overview of Benefits for Full-Time Employees:

Paid leave is time off from work available for use by an employee upon approval by supervisor. The first 24 consecutive leave hours for any illness must be charged to paid leave with additional time charged to extended illness leave. Paid leave for employees of the city shall accrue as follows:

Extended Illness Leave: shall accrue at the rate of six (6) hours per month. Fire suppression employees shall accrue extended illness leave at nine (9) hours per month.
Funeral Leave: for family, up to three consecutive days.
Military Leave: Twenty-one work days per Federal fiscal year.
Holidays: The City provides 96 hours of annual paid holiday time.

Mental Health & Well-Being Leave: Employees receive 24 hours (Fire Suppression receives 34 hours) of Mental Health & Well-Being Leave upon hire. Certification of mental health diagnosis is not required and leave will not be paid out upon separation.

Shared Leave Bank (effective 1/1/2023): Voluntary membership for full-time Employees who will be out for an extended period of time and has exhausted all other forms of leave. Members are required to provide 8 hours of their Extended Illness per fiscal year and at least 8 hours per assessment. Assessments will be limimted to 4 times per fiscal year (max of 40 hours per fiscal year).

Health Insurance: Four coverage types are available: Employee only, Employee + 1 Child, Employee + Spouse and Family. Coverage is available through payroll deduction.

Additionally, the city offers the following three Aetna Health Plan Options:

PPO 750 - Provides 100% coverage for preventive care; lower deductible and out-of-pocket maximums than other medical plans; and has higher employee premiums. This is comparable to the current insurance program.
PPO/HRA 1500 - Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than the PPO 300 plan; has lower employee premiums than the PPO 300 plan; and the employer makes contributions to an account through a Health Reimbursement Arrangement (HRA). The City of Roanoke contributes $500 for employee only coverage and $1,000 for all other tiers. Contributions are pro-rated dependent upon enrollment date.
PPO/HDHP-HSA - Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than other medical plans; has lower employee premiums; and both the employer and the employee make contributions to a Health Savings Account (HSA) to pay for medical expenses which apply to the deductible. The City of Roanoke contributes towards the Health Savings Account (HSA), $1,600 for employee only coverage and $3,100 for all other tiers. Contributions are pro-rated dependent upon enrollment date.

Optum RX (Pharmaceutical Benefits Manager) - Manages pharmacy benefits, processes employee pharmacy claims and answers employee pharmacy benefit questions.
