Position Summary

The Facilities Manager is responsible for the oversight of the organization's facility operations for its Haverhill, MA locations. There are currently 4 residential apartment buildings for seniors totaling 409 apartments, and one four-story commercial building with approximately 10 commercial tenants. This position would assume responsibility for any additional properties acquired and/or developed in the Haverhill area in the future. The role of the Facilities Manager is to ensure that facilities are well maintained, clean, safe, and secure, while overseeing a maintenance staff of nine maintenance technicians. The Director will be proactive in managing all properties, including capital planning and repairs, preventative and routine maintenance, oversight of building inspections, compliance with building safety codes and required inspections, management of building systems (electrical, plumbing, HVAC, etc.) vendor/contractor management, and responsibility for management and maintenance of company vehicles, equipment, tools, and other property, as assigned.

The Manager collaborates with senior leadership, other departments, and external partners to ensure operational efficiency, regulatory compliance, and a positive environment for residents and team members. This role is critical in supporting the delivery of high-quality housing and resident care through the provision of quality, safe, and affordable housing. The Facilities Manager reports to the Manager of Property Management. The Manager oversees the Maintenance Staff in coordination with the Director of Property Management. The Facilities Manager is responsible for ensuring staff fulfill all maintenance tasks, duties, and projects, such as apartment turnovers, inspections, routine work orders, snow removal, landscaping, capital and miscellaneous projects. The Manager is responsible for scheduling staff shifts, which includes creating and managing a schedule for emergency

on-call duties (e.g. emergency on-call 24/7), snow removal, and other special projects as needed. This position also serves as the organization's Safety Officer and will meet regularly with a Safety Committee to review, update, and make recommendations on ensuring appropriate safety procedures are followed by staff. Excellent interpersonal and communication skills are required.

Duties and Responsibilities

  • Oversee daily facility operations and management at all Bethany Community properties in Haverhill, ensuring building maintenance, infrastructure reliability, energy management, and environmental sustainability.
  • Lead facilities planning and master facilities' strategy, including long-term capital planning, space design, renovations, and infrastructure development to support evolving senior care living expectations and needs.
  • Develops and maintains logs of work and services completed, to include capital projects, routine maintenance, inspections, etc.
  • Ensure regulatory compliance with all federal, state, and local agencies (e.g., Mass DEP, Mass AGE, OSHA, CMS, etc.), serving as a primary liaison during surveys and chairing the Safety Committee.
  • Coordinates required inspections (quarterly, annual, etc.) to be completed on time to remain in compliance with applicable building codes and requirements. This would include, but not be limited to; fire alarm systems, sprinkler systems, boilers/heating equipment, HVAC, occupancy permits, etc.
  • Manage and develop a multidisciplinary facilities team, fostering high performance, safety, and a culture of continuous improvement.
  • Works closely with Director of Property Management and CEO regarding capital planning, renovation projects, forecasting future needs, optimizing energy sustainability and building systems, and identifying cost saving opportunities.
  • Direct risk mitigation, emergency preparedness, and vendor/contract management, ensuring operational continuity and strong partnerships with external service providers.
  • Works closely with vendors and contractors to solicit and evaluate bids/quotes for projects. Prepares documentation as needed to submit to regulatory authorities (e.g. HUD, MassHousing) and/or lenders as may be required.
  • Source, bid, negotiate, and manage vendor contracts including routine work (e.g. apartment/unit turnovers) as well as specialty trades (electrical, plumbing, HVAC, fire alarm/life safety, landscape, pest, environmental, etc.
  • Expected to perform hands-on work on a regular basis along maintenance team members as needed, depending upon facility needs. This may include manual labor (e.g. apartment turnovers, work orders, snow removal, landscaping, etc.) and other tasks as needed.
  • Will interview maintenance technician applicants with the Director of Property Management and be responsible for hiring, training, and orientation of new maintenance staff.
  • May be responsible for other aspects of facilities management not outlined here.


Requirements

Required:

  • Bachelor's degree in Engineering, Facilities Management, Healthcare Administration, or a related field is preferred.
  • Licensure in a skilled trade is also preferred (e.g. plumbing, electrical, carpentry, etc.)
  • Minimum of 7-10 years of experience in a residential, apartment, or healthcare environment.
  • At least 5-7 years of experience in facilities management, hospital engineering, maintenance operations, and/or design and construction.
  • Strong understanding of regulatory and accreditation requirements impacting housing and healthcare facilities.
  • Track record of successfully leading cross-functional teams and managing complex projects.
  • Exceptional project management and organizational skills.
  • Ability to interpret architectural and engineering documents.
  • Excellent communication, negotiation, and presentation skills and ability to create a strong team culture.
  • Strong technology skills including use of laptop, smart phones and other tech required.
  • Supervisory experience highly prefered.


Salary Description

$105,000- $115,000 Annually
