Job Description

SAIC has an opportunity for an FAA Project Manager! The role is remote with approximately 20% travel.

Responsibilities:

Responsible for supporting all aspects of program/project management involving planning, developing, organizing, coordinating and conducting ATO organizational activities to ensure FAA operational policies, processes and program elements are integrated and documented. This support includes any and all program management related tasks and deliverables.

Perform data driven assessments to include alternative courses of action when one or more interdependent project(s) experiences a delay, and opportunities for new technology insertions. Provide technical assistance in strategic planning, research and development, operations research, systems engineering, and briefing development support.

Additionally, tasks will include the preparation and development of various documents and briefings.

Provide support to provide decision and status review, briefing support and meeting scheduling/coordination and material preparations. Support the development and status tracking of the intermediate team schedules, and synchronization into the program integrated master schedule.

Assist in schedule development and maintenance. Provide technical input for the development of Requests for Information or Market Analysis. Provide technical input for the analysis of and screening of FAA information requests either from other FAA organizations or exterior stakeholders. Support the performance of business case analyses, including Office of Management and Budget (OMB) Exhibit-300 documentation. Provide technical assistance in the development of strategies to achieve management development, organizational performance and change management. Assist in Work Breakdown Structure (WBS) management and provide guidance for schedule development and control.

Assist the FAA in establishing and maintaining the organization, procedures and processes to maintain and control the project schedules of the Capital Investment Plan (CIP), the objectives of the FAA Corporate Strategic Plan, and to analyze the internal and external uncertainties which affect the schedule or technical performance of a program.

Cost and Schedule Risk Assessments to include: Alternative courses of action when one or more interdependent project(s) experiences a delay, and opportunities for new technology insertions Provide technical assistance in strategic planning, research and development, operations research, systems engineering.
Position may require firsthand support for Business Process Re-engineering (BPR) to: Include development of As-Is Analysis, To-Be Analysis, and Alternatives Analysis, to make recommendations as to improving existing processes and procedures for organizations within and related to the BNATCS RSR Program.

Qualifications

Required Education & Experience:
  • Bachelor's degree and 20 years of demonstrated experience managing a wide variety of technical and administrative projects, including experience in directing technical staff, team members and contractors.
  • Project Management Professional (PMP) certification is required.
  • FAA AMS expertise is desired/a plus.
  • Expertise in documentation, presentation tools, and project management tools required.
  • Substitutions are:
    In lieu of a Bachelor's degree, 10 years of direct and relevant experience relating to the management/ supervision of the design, development, test or acquisition of Air Traffic Control/ Management (ATC/M) Systems. Project Management Professional (PMP) certification is required. Candidate certification must be obtained within 6 months of award, or in the case of new employees, from the date of onboarding.

Required Clearance:
  • US Citizenship.
  • FAA Suitability: Ability to obtain and maintain FAA public trust and FAA resume approval.
