Reporting Relationships

Position Reports To: SVP of Advocacy

Position Supervises: Texas Grassroots & PAC Director

Summary of Position

The Executive Director serves as the public face of the Texas Credit Union Association. Duties include managing relationships with state legislators and members of Congress; representing the association with Credit Union Association members and other stakeholders; managing the Texas state and federal contract lobbyists; analyzing and researching legislation and regulatory issues impacting Texas credit unions; pursuing board-approved legislative priorities; and managing the Texas Grassroots & PAC Director. TxCUA is an affiliate of the Cornerstone Credit Union League, a five-state professional organization providing member credit unions with training, business support, and advocacy.

Essential Functions

Legislative Advocacy

  • Identify and implement Association goals relating to State and Federal Advocacy efforts applicable to the state or region.
  • Develop and draft legislative initiatives beneficial to credit unions. Analyze and assess legislation regarding financial institutions and develop strategies to affect legislation to the benefit of credit unions.
  • Represent credit unions before the state legislature, the state's congressional delegation, and state or federal agencies.
  • Develop and manage the dissemination of information on legislative and political issues of interest to credit unions. Implement messaging and outreach strategies. Provide frequent updates of legislative and political importance to credit unions and Cornerstone staff.
  • Oversee statewide grassroots network and promote credit union involvement in state political campaigns and legislative efforts.


Membership & Advocacy

  • Attend regional credit union chapter meetings to provide political and legislative updates.
  • Meet with credit union CEOs, staff and board members to promote the benefits of Association membership. Serve as liaison to the State Sub-Committee to the TXCUA Governmental Affairs Committee (GAC) and PAC.
  • Recommend contributions from the state and federal PAC's to pro-credit union candidates.
  • Represent the Association at political functions and fundraisers.
  • Develop and implement strategies for organizing credit union involvement in the PAC and grassroots efforts, and ensure that annual goals are achieved.


Administrative & League Functions

  • Monitor the state association budget and use financial resources prudently to support the organization's legislative objectives. Manage the operations and staff in the Association office, including contract lobbyists.
  • Provide content related to advocacy and advocacy events for publication on the Association websites and other communications platforms.
  • Attend advocacy-related meetings and conferences as assigned.

Qualifications

Education/Certification: A four-year bachelor's degree program in Finance, Government, or Political Science or related experience.

Required Knowledge: Work requires command of the legislative process in Texas, detailed knowledge of state and Federal politics, and general knowledge of the Credit Union movement on the state and national level.

Experience Required: At least five years of involvement in the legislative process and five years of supervisory experience are required. Prefer recent staff-level experience in the Texas Legislature.

Skills/Abilities: Professional, well-developed interpersonal skills essential for projecting a positive image as a representative of Texas Credit Union Association who interacts with Board members, Credit Union CEOs, lobbyists, and lawmakers. Strong writing and speaking skills.

Physical Activities and Requirements of this Position

Work requires an equal amount of sitting and walking/standing. Work also requires occasional lifting, pushing, and carrying up to 35 pounds when transporting boxes of supplies, retrieving files and moving furniture. These activities also require occasional bending, squatting, climbing, twisting, reaching, and kneeling.

Reasoning Ability: Ability to apply logical or scientific thinking to a wide range of intellectual and practical problems. Able to deal with very difficult concepts and complex variables.

Mathematics Ability: Ability to use basic math skills.

Language Ability: Ability to read technical journals, abstracts, financial reports, and legal documents. Ability to prepare articles, abstracts, editorials, journals, manuals, and critiques. Ability to prepare and make comprehensive presentations, participate in formal debate, and communicate professionally before an audience.
