Position Description
Under the direction of the Vice President, Administrative Services, the Executive Director of Information Technology Services provides districtwide leadership and technology planning. The incumbent manages a highly skilled workforce including technical and management level staff in a culturally diverse environment and works collaboratively to support faculty innovation in academic learning environments. The Executive Director of Information Technology Services plans, organizes, controls, and directs the technology operations for the college. The incumbent provides technical recommendations regarding hardware and software for the district for both instructional and administrative use. In addition, the incumbent provides executive oversight for the college's information security program, leads the strategic design, implementation and enforcement of policies to protect critical data, mitigate cyber risk and ensure compliance with regulatory standards.

Duties and Responsibilities
  1. Technology Operations Management: Provides strategic technical guidance to the Vice President of Administrative Services, assessing institutional IT needs and recommending solutions. Oversees and improves information services, including distance education support, telecommunications, networking, classroom technology, and user support. Administers a district-wide IT infrastructure and integrated systems (e.g., Colleague and third-party products), ensuring service alignment with instructional and administrative needs. Stays current on technology trends, systems design, cybersecurity, and relevant public policy in higher education. Directs IT operations, including network security, systems analysis, maintenance, and staff training. Ensures compliance with federal, state, and institutional regulations, and manages documentation and reporting. Leads long-term IT planning and policy development in collaboration with stakeholders, focusing on continuous process improvement. Implements and manages infrastructure and application projects using project management best practices. Oversees key systems such as website, email, backups, virtual environments, and networks (wired, wireless, and telecommunications). Ensures accessibility compliance across all district-wide IT systems.
  2. Oversight of Information Security: Evaluates the college's information security needs and implements information security measures to protect the information and technology resources of the district; Works with third party vendors as needed and with district departments to mitigate risks and threats to information security. Develops procedures for an annual information security audit and leads the review in coordination with other essential departments. Advises executive leadership of results and risks. Coordinates with Risk Management and Campus Police Services and other law enforcement agencies to report and resolve information security incidents.
  3. Information Technology Staff Management: Provide guidance, leadership, and mentoring to a team of professionals. Plan for and manage recruitment, orientation, and continued training and education of staff to support and develop the technical expertise needed to meet long-term business needs. Manage staff by reviewing, approving and allocating work and work assignments. Supervise and evaluate the performance of assigned staff and recommend transfers, reassignment, termination and disciplinary actions as needed.
  4. Budget Management: Analyzes staffing, equipment, and supply needs and manages the department budget. Monitors actual-to-budget expenditures, adjusting expenditure patterns/trends as needed to comply with budgeted amounts. Authorizes and tracks expenditures to forecast future needs and provides supportive documentation for proposed expenses. Assists the Vice President of Administrative Services in the development and preparation of the annual budget forecast for the Information Technology Services department. Prepares cost estimates and specifications for purchase and maintenance of college technology assets and develop RFQs and RFPs for information system and technology related services. Evaluate materials, products and services. Recommend and implement technology related acquisitions. Engages in the district's program review process to assess workload and staffing, administrative support systems, internal reporting relationships, and technology needs. Identifies and implements approved program improvement objectives to further enhance the efficiency and effectiveness of service delivery methods and procedures.
  5. Community Engagement and Vendor Management: Represents the district and participates in meetings, workshops, and governance committees to identify issues, develop solutions, and support collaboration across campus groups. Engages with faculty, staff, administrators, and students to support participatory governance and process improvement initiatives. Coordinates with user and technical teams to assess system needs and develop application solutions. Manages vendor relationships, including contract negotiations, licensing, and service agreements, and acts as the main liaison with external partners and regulatory bodies. Promotes equity, diversity, and inclusion by implementing culturally responsive, service-oriented strategies and supporting historically minoritized groups.

Minimum Qualifications
Any combination equivalent to a bachelor's degree in computer science or related field and five years increasingly responsible experience in the administration of an information technology department;
AND
A valid information security certification such as Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM) required;
AND

Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Desirable Qualifications
  1. Bilingual and Biliterate.
  2. Related specialized training(s).

  1. Valid California Class C driver's license.

Salary Placement
Management Salary Schedule Range 232. Initial salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources. Management employees typically advance one step on the salary schedule each year and have the potential to reach the current maximum step of $223,920.00 annually.
