This posting closes on Sunday, October 18, 2026 @ 11:59 p.m.Position SummaryReporting to the Chief Administrative Officer (CAO), the Executive Director provides strategic leadership and oversight for the Growth & Development Services Department, including unionized and non-union employees. The role works with Town departments, Council, the community, other levels of government and external partners to deliver effective municipal services and advance corporate priorities. As a member of the Senior Leadership Team, the Executive Director may assume additional responsibilities as organizational needs evolve.
Duties & ResponsibilitiesStrategic Leadership- Provide leadership and direction to the Planning, Building and By-law divisions.
- Provide professional advice and strategic guidance to Council, committees and staff on departmental programs and services.
- Lead major corporate projects; prepare and review reports; and present and support policy recommendations.
- Develop and monitor departmental work plans, objectives and performance measures, and ensure appropriate resources are available.
- Develop and implement departmental policies and procedures.
- Lead, coach and support staff through development opportunities, mentoring, accountability and a positive workplace culture.
- Demonstrate sound business and strategic acumen by analyzing information, responding to emerging risks and opportunities, and identifying innovative solutions aligned with organizational objectives and available resources.
- Maintain current professional knowledge, demonstrate initiative, and adapt effectively to changing circumstances, competing demands, and evolving challenges.
- Demonstrate integrity and build public trust in the delivery of municipal services.
- Perform the duties of the CAO when assigned during the CAO's absence.
Service Delivery Support- Serve as an ex officio member of Council committees related to the portfolio and represent the Town at meetings, hearings and court proceedings, including providing planning evidence when required.
- Prepare reports, recommendations, by-laws and public notices; attend and present at Council, committee, community and other public meetings.
- Coordinate the departmental operating budget and long-range forecasts; monitor expenditures and revenues; participate in Development Charges By-law reviews; and contribute to corporate project teams.
- Utilize strong political acumen, judgement, negotiation and facilitation skills to address complex municipal matters, balance competing priorities, and support informed decision-making.
- Communicate clearly and professionally, present effectively, listen actively, and respond appropriately in public forums and high-pressure situations.
- Demonstrate proficiency with Microsoft Office applications, municipal and government databases, GIS, and other technologies required to support departmental operations and decision-making.
- Work in compliance with, and ensure staff are knowledgeable of and comply with, the Occupational Health and Safety Act, WHMIS, applicable legislation, regulations, statutes, departmental policies, procedures, operational guidelines, and safe work practices.
Community and Partner Relations- Build effective relationships with community partners, government agencies, developers, consultants and professional organizations.
- Act as a key departmental contact for the community, coordinate cross-departmental comments and address customer concerns.
- Work with neighbouring municipalities and other partners to identify efficient service options that benefit residents and businesses.
- Collaborate openly and consistently with internal and external partners to achieve strategic objectives, maintain effective relationships, and support organizational success.
- Negotiate complex municipal matters, including development, site plan, subdivision and condominium agreements, while fostering positive relationships and facilitating mutually beneficial outcomes.
- Build trust, credibility and confidence with Council, staff, stakeholders and the public through professional, responsive and transparent interactions.

- Build and maintain knowledge and expertise in relevant fields.
Qualifications and Requirements- Post-secondary degree or diploma in Public Administration, Business Administration, Urban Planning or a field related to the portfolio from a recognized college or university.
- Master's degree and/or a relevant professional designation is an asset.
- Minimum of seven (7) years of related experience, including five (5) years of progressive management experience in a senior leadership role in a municipal, unionized environment.
- Experience developing operational recommendations and requirements and leading programs or complex projects.
- Strong leadership, analytical, interpersonal and change management skills.
- Experience with corporate strategic planning, annual budgeting and financial reporting and forecasting.
- Experience implementing customer service best practices.
- Ability to understand Council and community expectations and translate them into departmental work plans.
Effort/Physical Demands- Physical demand requires standing, sitting, and walking.
- Visual attention for detailed computer work, for health and safety compliance and personal safety while on the job.
Working Conditions- Standard indoor office environment.
- 35-hour work week, Monday to Friday, with a one-hour unpaid lunch.
- Work outside standard office hours may be required for Council, board, committee and hearing attendance.
- May interact with unpleasant or irate individuals.
- Travel may be required.
