Description

The Kentucky Finance and Administration Cabinet is seeking a highly motivated and experienced professional toprovide executive leadership and strategic direction for the Office of Equal Employment Opportunity andContract Compliance. This pivotal role oversees the development, implementation, and administration ofprograms that ensure compliance with federal and state civil rights laws, promote an inclusive and respectfulworkplace, and support the Commonwealth's contract compliance and business certification initiatives. TheExecutive Director will provide strategic oversight, ensure organizational accountability, and advancepolicies and programs that promote equity, compliance, and operational excellence across the Cabinet.

Responsibilities include, but are not limited to, the following:
  • Provides executive leadership, strategic planning, and administrative oversight for the Office's EqualEmployment Opportunity, Affirmative Action, Title VI, ADA, Contract Compliance, MWBE, and SDVOSB programs.
  • Directs the development, implementation, monitoring, and evaluation of policies and programs that ensurecompliance with applicable federal and state civil rights laws, executive orders, and administrativeregulations.
  • Oversees investigations involving allegations of discrimination, harassment, retaliation, and requestsfor reasonable accommodation, ensuring timely, impartial, and legally sound resolutions.
  • Serves as a trusted advisor to executive leadership and agency management on compliance, riskmanagement, organizational policy, and workforce-related issues.
  • Provides executive oversight of agency compliance programs, ensuring organizational adherence toapplicable laws, regulations, contractual obligations, and established policies.
  • Develops and delivers training, educational programs, and outreach to promote compliance, professionaldevelopment, and awareness of organizational policies and responsibilities.
  • Represents the agency before governmental entities, external partners, community organizations, andother stakeholders on matters related to organizational compliance, policy, and strategic initiatives.
The ideal candidate for this position will be a professional leader with the following preferredqualifications:
  • Experience leading Equal Employment Opportunity, civil rights, compliance, human resources, legal,employee relations, or workplace investigations programs.
  • Thorough knowledge of federal and state equal employment laws and regulations, including Title VII ofthe Civil Rights Act, the Americans with Disabilities Act (ADA), Title VI of the Civil Rights Act, theKentucky Civil Rights Act, the Kentucky Equal Employment Opportunity Act, affirmative action principles, andrelated compliance requirements.
  • Experience interpreting laws, regulations, policies, and procedures and applying them to complexemployment and contract compliance matters.
  • Strong analytical, organizational, and critical thinking skills with the ability to make sound, well-reasoned decisions.
  • Excellent written and verbal communication skills, including the ability to prepare executive-levelreports, policy recommendations, investigative findings, and correspondence.
