This announcement may be used to fill multiple vacancies.Description of JobThe Division of Banking (DOB) within DORA is responsible for the regulation of state chartered commercial banks, trust companies, and state licensed money transmitters; holds charter and license application hearings and issues rules and regulations affecting regulated institutions; conducts examinations of state chartered institutions and licensees; works closely with the Federal Reserve Bank and the Federal Deposit Insurance Corporation in the regulation of commercial banks and certain federally insured trust companies; and, is responsible for the enforcement of the Public Deposit Protection Act to protect public entity deposits held by state and national banks. The examinations unit exists to serve and protect the public interest by promoting a safe and sound financial institutions industry.
Position: SCA 2062
This position is responsible for regulating and reporting on the safety and soundness of trust companies and trust departments of banks by planning, organizing, and managing assigned examination personnel; supervises the preparation of the report of each examination; ensures the examination is thorough, complete, and places full responsibility of this activity on the assigned person. This position independently evaluates the adequacy, effectiveness, and the efficiency of the systems within a financial entity and the quality of ongoing operations. The position provides reasonable assurance that bank/trust company assets and fiduciary assets are safe guarded, information is timely and reliable, and that errors/violations are corrected promptly to safeguard the public interest.
Duties include, but are not limited to:
- Determining examination objectives/areas of review;
- Setting priorities that ensure the completion of the assigned task within the allotted time;
- Contributing to the development of subordinate staff by ensuring trainees receive assignments to further their professional development;
- Preparing and reviewing complex examination work papers ensuring that the depth of review by assigned staff is sufficient to accurately assess the institution's condition as well as support the examination ratings and conclusions reached in the written report;
- Providing interpretations of rules and regulations to examiners and institution management during the examination;
- Communicating examination findings with trust company and bank management and/or the board of directors;
- During the exit meeting, communicating overall conclusions and recommendations that support the preliminary examination rating;
- Addressing strengths and weaknesses noted and recommending corrective action when necessary and appropriate;
- Addressing management concerns and responding to the audience's questions;
- Interpreting banking/trust statutes, rules, policies, and procedures to ascertain the institution's compliance therewith, and citing violations of federal and state laws and regulations when appropriate;
- Interviewing and investigating all areas of the bank and trust company with employees and officers;
- Performing off-site monitoring on a caseload of commercial banks and trust companies each quarter.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsMINIMUM QUALIFICATIONS (MQs):There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and ExperienceOption 1: Experience- Eight (8) years full-time professional* work experience in a financial institution, domestic state or federal commercial bank or trust company, and/or with a state or federal banking regulatory body;
- Of the eight (8) years of professional* work experience, at least one (1) year must include leading teams, including distributing and assigning work, ensuring timeliness, and accuracy of work performed, and being accountable for the work product of other team members.
Option 2: A Combination of Education AND Experience - Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in accounting, business administration, economics, finance, statistics, or a field of study related to the work assignment; AND
- Six (6) years full-time professional* work experience in a financial institution, domestic state or federal commercial bank or trust company, and/or with a state or federal banking regulatory body;
- Of the six (6) years of professional* work experience, at least one (1) year must include leading teams, including distributing and assigning work, ensuring timeliness, and accuracy of work performed, and being accountable for the work product of other team members.
OR- Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in an associate's degree in accounting, business administration, economics, finance, statistics, or a field of study related to the work assignment; AND
- Four (4) years full-time professional* work experience in a financial institution, domestic state or federal commercial bank or trust company, and/or with a state or federal banking regulatory body;
- Of the four (4) years of professional* work experience, at least one (1) year must include leading teams, including distributing and assigning work, ensuring timeliness, and accuracy of work performed, and being accountable for the work product of other team members.

Preferred Qualifications:- Demonstrated professional* experience working in a state government agency or in a banking/finance industry.
- Demonstrated professional* experience working in a commercial banking or trust company environment performing risk management and/or examinations.
- Demonstrated experience in interviewing and investigating all areas of the bank or trust companies with employees and officers.
- Demonstrated experience in interpretation and application of the Non-depository Trust Company Rating System & Uniform Interagency Trust Rating System.
- Trust experience including three (3) years as an examiner in charge of trust department and/or trust company examination.
- Demonstrated professional* supervisory experience, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.
- Certified Public Accountant (CPA), certified Anti Money Laundering (AML), and/or Certified Fiduciary and Investment Risk Specialist (CFIRS).
