JOB SUMMARY

Corvus Consulting, LLC has an opening for an Electromagnetic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO) Program Integration Lead to join our team of mission-focused professionals supporting the Department of Defense (DoD) Chief Information Officer (CIO), Electromagnetic Spectrum Enterprise Policy and Programs (EMSEPP) Directorate at the Pentagon. In this role, you will serve as a key integrator across EW and EMSO initiatives, helping the DoD CIO engage comprehensively and proactively in technology development, policy formulation, and regulatory forums both within the United States and internationally.

This position plays a central role in enabling the Department to advance technical and regulatory solutions that protect operational freedom of action in increasingly complex and contested electromagnetic spectrum (EMS) environments. The Program Integration Lead will support cross-functional coordination across government and industry stakeholders, track and align enterprise-level spectrum priorities, and provide strategic insight into evolving electromagnetic operational environments (EMOEs), global telecommunications markets, and emerging technology trends. The ideal candidate will bring strong program integration experience, the ability to translate technical spectrum considerations into actionable policy and program recommendations, and the communication skills needed to support senior-level engagements and high-visibility national security decisions.

This position is located onsite at the Pentagon in direct support of a high-priority DoD mission.

RESPONSIBILITIES
  • Conduct research and analyses of emerging EMS and cyber technologies, policies and regulations to support meeting the goals and objectives outlined in the DoD Electromagnetic Spectrum Superiority Strategy (EMS3) to support spectrum information technology (IT) modernization initiatives.
  • Analyze and develop strategic recommendations for DoD's adoption of EMS sharing and maneuver technologies and techniques.
  • Perform research on innovative telecommunications trends and recommend science and technology investments to meet DoD strategic spectrum goals and objectives.
  • Provide research and assist in drafting and coordinating updated versions of the DoD's EMS3, addressing all requirements necessary to achieve freedom of action across congested and contested EMOEs.
  • Research, update, and assist in drafting and coordinating DoD EMS policies to ensure full implementation of the Department's EMS3 to achieve EMS superiority.
  • Research, develop, and assist in coordinating policy that implements DoD strategies to enable the DoD to guide international and national EMS initiatives and preserve its ability to access and effectively use the EMS in support of test, training and contingency operations globally.
  • Provide regular updates on EMS technology developments that may impact DoD's ability to access and conduct effective operations within congested and contested EMOEs.
  • Research and develop guidance for proposing new requirements for evolving EMS resource management tools that enable efficient and effective electromagnetic battle management (EMBM) and EMS operations.
  • Support the DoD CIO EMSEPP outreach program by increasing engagements with the spectrum management, EW and cyber communities within and outside of the DoD.
  • Conduct research and analyses in emerging EMS infrastructure technologies, policies, and regulations.
  • Provide relevant technical expertise and advice to DoD CIO in bridging EMS infrastructure technology gaps.
  • Assist throughout EMS infrastructure implementation, to including consideration of common operating picture, multi-domain cloud computing solutions, radio frequency enabled cyber delivery/protection, enterprise level architecture solutions, DoD wide data solutions, and artificial intelligence integration.
  • Support in establishing and managing architectures and standards that enable interoperability, efficiency, security, and information sharing.
  • Support modernizing EMS Live, Virtual, Constructive (LVC), Infrastructure for Testing, Training, and Analysis.


KNOWLEDGE/SKILLS/ABILITIES
  • Knowledgeable in OSD, Joint, and Service EMSO and EMBM Strategy, Policy, and Programs.
  • Knowledge of the DoD's Acquisition, Requirements, and PPB&E processes.
  • Possess excellent writing, editing, and briefing skills and experience with Microsoft Office, and project management tools.
  • Demonstrate ability to work independently and effectively in a dynamic team environment.
  • Demonstrate ability to prioritize competing tasks and meet short- suspense deadlines in a fast-paced environment.


QUALIFICATIONS:

Minimum Qualifications include:
  • Bachelor's Degree from an accredited related college or university in a related engineering, math, or STEM related field of expertise.
  • Active TS/SCI security clearance.
  • 10 years' experience in EW/EMS Operations at the Service or above level.
  • Knowledge of acquisition, requirements, and PPB&E analysis.
  • In-depth understanding of the structure, functions and key personnel across OSD, Joint Staff, and the Services.
  • Possess excellent writing, editing, and briefing skills and experience with word, excel, and project management.
