The Operations Policy and Country Services (OPCS) Context
The Operations Policy and Country Services (OPCS) of the World Bank plays a pivotal role in achieving the World Bank Group's (WBG) mission. OPCS is at the center of the 'operations complex' and plays a critical role in supporting the Bank's leadership on all issues related to Bank operations. OPCS develops and oversees operational policies and procedures for country engagement products, lending operations, advisory services and analytical support, financial management, procurement, environmental and social safeguards, as well as development outcome risk and results reporting. It also serves as a link between the operational units and the Board of Directors. OPCS provides advice and support to Bank management and staff as well as hands-on assistance to help teams apply the Bank's policies, processes, and risk management tools for our country clients. Working in OPCS helps World Bank professionals gain broad exposure to strategic operations issues and develop a deeper understanding of the business of the Bank.
OPSLE Unit Context
The Operations Learning and Engagement unit (OPSLE) is one of two units in the OPSEE Department. In addition to coordinating OPCS staff learning (including the VPU's onboarding and mentoring programs), the unit is responsible for the Operations Learning program of the Bank. The Operations Learning team is responsible for the development and delivery of all staff learning on operational instruments, policies, and processes. On a yearly basis, the learning program reaches about 8000 staff in over 150 learning interventions, ranging from short operational clinics to longer Academies and e-learning modules. Topics covered include FBO, CPF, IPF, DPF, PforR, ASA, RAS, and A2D learnings. The unit also manages the Accreditation of IPF, PforR and DPF TTLs. A new client capacity building learning program (Strengthening Client Capacity for Impact, SCCI) was launched in April 2025.
Duties and Responsibilities
• Support the design and delivery of A2D learning programs in collaboration with the Program Lead, including coordinating with Subject Matter Experts (SMEs) and learning teams to update content, strengthen session design, and facilitate workshops, sessions, and group activities.
• Serve as the focal point for A2D Academies, managing participant engagement, event planning, communications, and evaluation processes, and ensuring effective delivery of both in-person and virtual learning experiences, including moderation of online sessions and platforms.
• Work collaboratively with the Country and Operations Services (COS) Community team and partners across the WBG to prepare and deliver community engagement events such as Operational Managers and Directors events and COS Forum, including drafting program materials and communications, coordinating cross-unit inputs, and supporting logistical and organizational requirements.
• Leverage past operational experience to engage with SMEs across OPCS and relevant units for substantive contributions to various learning content, as needed.
• Perform any other duties as assigned by the OPSLE Manager in response to evolving business needs, ensuring timely and effective support to program delivery.
Selection Criteria
• Master's degree in knowledge management, learning, instructional design, organizational performance, human resources, international relations, international development, or similar discipline with a minimum of 5 years relevant experience.
• Demonstrated ability to work in teams with team leaders, instructional design staff, and subject matter experts, understanding the World Bank's organizational structure and operations complex.
• Operational experience in a region or Global Practice would be preferred.
• Demonstrated experience in facilitating and managing learning events.
• Knowledge and experience with following preferred - (i) using Bank systems for learning and learning events, including SharePoint, Open Learning Campus, and Event Management System, (ii) using the Operations Portal/Workspace to research operational documents.
• Excellent oral, written, and analytical skills, including the ability to represent and synthesize ideas and messages in a clear and concise format, both in writing and verbally.
• Attention to detail, ability to prioritize and deliver assignments on schedule, and willingness to juggle multiple requests flexibly.
• Strong interpersonal skills, ability to interact effectively with clients and colleagues, at all levels with discretion and tact.
