Full Job Description
Edgewater Technical Associates is seeking qualified candidates for an Estimator opportunity in Richland, WA for the DOE Hanford Field Office.

Position Overview:

Estimator will provide project controls support services in support of Tank Waste Mission and Business Operations. Support will be provided in the following areas:

  • Prepare Independent Government Cost Estimates (IGCEs) that meet DOE guidance for accuracy, completeness, and well-documented basis of estimate, including assumptions, sources, and methodology.
  • Ensure estimates are accurate, comprehensive, and well-supported, reflecting all possible cost elements without omissions or duplication, consistent with DOE cost-quality criteria.
  • Perform Request for Equitable Adjustment (REA) cost analyses and support associated technical evaluations to ensure compliance with DOE requirements.
  • Performing technical evaluations and decision analyses related to Hanford WTP activities and contract modifications.
  • Develop strategies promoting measurable improvements in project performance and organizational efficiency.
  • Support the review of technical evaluations.


Minimum Qualifications:
  • Education - BS/BA (or AA, MS, MBA, PhD, etc.) degree in engineering, science, or business management. Eight years of experience may be substituted for BS/BA degree.
  • Five years of directly applicable experience as an estimator on complex capital projects, preferred on the WTP capital project.
  • Experience with researching and navigating complex federal regulations.


Preferred Qualifications:
  • Experience providing project controls and/or estimating support directly to HFO.
  • Comprehensive understanding of the Hanford Site mission, activities, and priorities.
  • In-depth knowledge of DOE Hanford processes and procedures.
  • Proficient in DOE's program management practices, policies, and procedures.
  • Career-level experience in the following areas:
  • Quantity Development Package process in BNI's and H2C estimating procedures,
  • Rate buildup including Project Services, Shared Services and fee within BNI Requests for Equitable Adjustment,
  • Hanford Site contractor forward pricing rates,
  • BNI and H2C contract.
  • Familiarity with, or ability to quickly learn and utilize, various technology management tools used at Hanford.
  • Exceptional communication skills.
  • Expert-level proficient in Microsoft 365.

Work Location: Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA with eligibility for situational telework at the discretion of management.

Compensation:

Salary is commensurate with education and experience and may range between $90,000 and $130,000 annually.
