Job Responsibilities
ERP Treasury Support Manager

The Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking a ERP Treasury Support Manager to join the team. We are in growth mode, and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. If you enjoy working at the intersection of people, process, and technology, and are motivated by a fast paced, multi tasked and transforming environment, then this position could be for you! You will be responsible for supervising Treasury support personnel and leading Treasury-related business processes in SCEIS. Provide functional leadership for banking, investments, debt management, financial operations, business analysis, production support, and enterprise system enhancements to ensure reliable, efficient, and compliant Treasury operations. You will serve as a liaison between the State Treasurer's Office, customer agencies, technical teams, vendors, and executive leadership to coordinate system enhancements, resolve complex operational issues, support project delivery, and drive continuous business process improvement across Treasury operations.

This position is onsite in Columbia, SC.

Responsibilities of the ERP Treasury Support Manager:
  • Manage Treasury-related business processes and system functionality supporting statewide financial operations.
  • Provide oversight of testing, validation, documentation, and quality assurance activities supporting Treasury operations.
  • Lead production support efforts to support Treasury business operations and enterprise system functionality.
  • Develop stakeholder understanding and support the successful use of Treasury-related business processes and systems.
  • Lead and support staff through coaching, training, and performance development.
  • Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment.
  • Lead business analysis efforts supporting Treasury operations and system enhancements.
  • Support organizational priorities, modernization efforts, and emerging business needs.
  • Perform other duties as assigned.

Minimum and Additional Requirements

  • A bachelor's degree in finance, accounting, business administration, public administration, information systems, or a related field, and a minimum of five (5) years of progressively responsible experience supporting Treasury operations, financial systems, ERP implementations, business analysis, or public sector financial management.
  • Demonstrated experience leading projects, coordinating cross-functional teams, supporting enterprise business systems, and managing complex business processes.
Additional Requirements:
  • Knowledge of treasury operations, banking, investment, debt management, fund accounting, public sector financial management,
    and enterprise business processes.
  • Knowledge of ERP systems, business analysis methodologies, requirements gathering, system testing, process improvement,
    configuration support, and production support activities.
  • Ability to lead functional teams, coordinate complex projects, prioritize competing requirements, supervise staff, and support
    enterprise systems enhancements.
  • Ability to communicate effectively with leadership, customer agencies, technical teams, vendors, and external stakeholders.
  • Position may require overnight travel.
  • Position may require employee to work evenings and weekends.
  • Position will be required to report to work during emergency situations and hazardous weather events.
  • Candidate must have good written and oral communications skills as well as sound interpersonal skills to work within a large complex implementation team and among diverse stakeholders.

Preferred Qualifications

  • Supervisory, lead worker, project leadership, or team leadership experience.
  • Experience supporting SAP ERP, Treasury operations, financial systems, business process improvement initiatives, and public sector financial operations.
  • Experience with SAP, ERP, Azure DevOPs, Confluence. CGFO certification or the ability to obtain one.
