THE POSITION
The Environmental Program Manager with the Department of Environmental Protection gives you the chance to step into a leadership role that shapes critical waste management efforts. This position supports broad program planning, key decisions, and collaboration with agencies and local partners. It will empower you to use your experience to lead staff, improve operations, and support important environmental goals. DESCRIPTION OF WORK
This position leads and supervises regional solid waste program activities to ensure strong implementation, coordinated planning, and consistent regulatory oversight. It manages major program areas, supports staff performance, and guides efforts that protect communities and natural resources. As an Environmental Program Manager, you will perform the following duties:

  • Program Leadership: Direct regional waste management activities and coordinate major program components
  • Staff Oversight: Guide Section Chiefs, set clear expectations, and support staff with regular communication
  • Enforcement Direction: Prioritize enforcement actions and coordinate activities with legal and investigative partners
  • Grant Coordination: Review, monitor, and support municipal planning and resource recovery grants
  • Permitting Strategy: Establish permitting priorities and manage the regional permitting workload
  • Operational Planning: Determine staffing needs, assign workloads, and coordinate emergency response participation

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Travel required for site visits
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • Two years as an Environmental Group Manager (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Seven years of professional environmental protection experience that includes two years of technical supervisory experience and a bachelor's degree in the biological, physical or environmental sciences, engineering, or in a field closely related to environmental protection or regulation; or
  • An equivalent combination of education and experience in environmental protection that includes two years of technical supervisory experience.

Condition of Employment:
  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
