Position SummaryThe Enterprise Project Manager leads complex, cross-functional initiatives that support and advance the Agency's strategic framework and annual priorities. This position manages a broad portfolio of enterprise projects, including process improvements, organizational change efforts, and large-scale operational enhancements. The Enterprise Project Manager influences and coordinates diverse cross-departmental teams through full-cycle project management, utilizing emerging technology and process discipline to ensure long-term stabilization. This role translates business needs into actionable project plans across all levels of the Agency ensuring project deliverables are met, within scope, and aligned with Agency objectives. The Enterprise Project Manager reports to the Enterprise Impact Senior Manager.

MassHousing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
Essential FunctionsProcess Improvement & Change Management- Identify and lead process improvement initiatives, leveraging digital tools, including approved AI applications, and structured methodologies to current and future-state workflow assessment
- Facilitate cross-functional working groups that drive Agency aligned process improvement projects, setting clear expectations and facilitating difficult conversations
- Establish measurable performance baselines and ensure improvement outcomes deliver sustained value
- Develop and execute user-friendly change management strategies that promote technology adoption, readiness, and comfort with evolving tools
- Use systems thinking to analyze end-to-end workflows and identify Agency impact
- Monitor post-implementation results to ensure improvements remain effective over time
Enterprise-Level Systems Solutions & Implementation- Lead enterprise-wide initiatives utilizing emerging technologies, approved AI tools, workflow automation, and data-enhanced decision-making to design scalable enterprise solutions
- Partner with business units, procurement, IT, and vendors to integrate technology and advanced analytics into Agency aligned project solutions, outcomes, and adoption, ensuring design reflects modern best practices and evolving tech capabilities
- Manage full-cycle project efforts coordinating across operations, business units, and technical partners
- Serve as the primary project liaison between internal stakeholders and external partners ensuring execution of deliverables, timelines, and quality standards
- Provide systems-thinking based project decisions that align enterprise priorities, considers cross-departmental interdependencies, mitigates downstream risks, and integrates process and technology
- Evaluate and recommend technology-enabled approaches that modernize business processes, improve operational efficiency, and ensure long-term solution sustainability
Project Management Culture & Discipline- Model rigorous project management practices across the Agency, including structured status reporting, milestone tracking, risk management, and issue escalation
- Establish and maintain documentation, decision logging, and project artifact management standards
- Train staff on effective project management habits to raise Agency-wide project management capacity and discipline
- Develop resources and frameworks grounded in systems thinking that support consistent project planning, communication, execution, and impact
Security- Comply with MassHousing's Information Security Program and all other Agency information security policies and procedures
- Take responsibility for any Agency assets assigned to you
- Promptly report any security events, incidents, or weaknesses to MassHousing's Information Security Team
Minimum Qualifications- Bachelor's degree in business administration, public policy, economics, data analytics, or other professional problem-solving discipline
- 5+ years of increasing experience in project management, with demonstrated success leading enterprise-scale initiatives in complex organizations
- Experience translating strategic priorities into actionable project plans, resource needs, and implementation timelines
- Experience developing performance reports or dashboards in Power BI or equivalent reporting platforms
- Proven experience leading multi phase projects that may require technology solutions, procurement activities, or operational changes
- Demonstrated ability to independently lead cross-functional teams, diplomatically influencing outcomes
- Experience developing and executing stakeholder engagement and adoption strategies
- Working knowledge of project management and process documentation tools
- Demonstrated ability to apply systems thinking to multi-year agency initiatives
- Eligibility to work in, and travel freely to and from, the United States without sponsorship
Preferred Qualifications- Master's degree in business administration, public policy, economics, data analytics, or other professional problem-solving discipline
- Project management certification (PMP, PMI-ACP) or equivalent knowledge of project management disciplines
- Formal Lean, Six Sigma, or process-mapping training
- Experience implementing continuous improvement programs across multiple business units
- Experience training others in project management principles

Salary Range: $94,184.76 - $122,440.29
