The Enterprise Program Manager - Design, Construction and Supply Chain serves as the primary Supply Chain integration point with Design, Construction and Facilities for major capital, facility and medical equipment initiatives. Embedded with Design, Construction and Facilities, the role participates throughout the project lifecycle to identify sourcing, contracting, supplier, equipment and standards requirements early and coordinate the appropriate Supply Chain resources before commitments are made.

The role supports the project team through a Supply Chain lens and does not own or make design, construction, project or contractor-selection decisions. Design, Construction and Facilities retains responsibility for those decisions and its established project processes.

Approximately 50% of the role is focused on participating in Design, Construction and Facilities project planning and coordination to identify sourcing, contracting, supplier and equipment needs. The remaining 50% is focused on Supply Chain activities, including supplier strategy, sourcing, contracting, GPO alignment, equipment standards, supplier performance and value realization.

The Program Manager works closely with project stakeholders, Strategic Sourcing, general contractors, architects, trade partners, equipment vendors and strategic suppliers to engage Supply Chain early, clarify responsibilities, identify appropriate contract pathways and help capture value before commitments are made.

ESSENTIAL FUNCTIONS

Design, Construction and Facilities - approximately 50%
  • Embed with Design, Construction and Facilities and participate in relevant project planning meetings, design reviews and project coordination meetings as the Supply Chain representative, without responsibility for design, construction, project or contractor-selection decisions.
  • Ensure Supply Chain is engaged early in the capital project lifecycle so sourcing, contracting, supplier and equipment requirements can be addressed before commitments are finalized.
  • Identify sourcing, contracting and medical equipment needs arising from facilities and construction projects and coordinate the appropriate Supply Chain support.
  • Connect project teams with Strategic Sourcing, contracting, capital equipment and other Supply Chain resources needed to support project requirements.
  • Coordinate with project teams, general contractors, architects, trade partners and equipment vendors to identify applicable Community standards, approved or preferred suppliers, existing contracts and appropriate commercial pathways.
  • Maintain visibility to project milestones, risks and dependencies that affect procurement, equipment planning, supplier engagement or contract execution.
  • Support consistent application of facility and medical equipment standards and identify opportunities for standardization across projects.
  • Establish clear workflows, action plans and accountability for Supply Chain activities supporting Design, Construction and Facilities projects.
  • Help identify sourcing and contracting requirements early enough to reduce avoidable delays in supplier onboarding, contracting, material procurement and equipment acquisition.
Supply Chain and Supplier Strategy - approximately 50%
  • Ensure equipment standards and purchases align with approved Community standards, preferred or awarded suppliers, GPO agreements and existing contracts, using established review and exception processes before commitments are made.
  • Develop and coordinate Supply Chain sourcing and supplier strategies for facilities, capital equipment and related project spend while respecting Design, Construction and Facilities ownership of established project and contractor-selection processes.
  • Evaluate Vizient and other GPO agreements, local contracts and custom sourcing opportunities to determine the appropriate commercial pathway before spend is committed.
  • Lead or coordinate spend analysis, supplier market assessments, competitive sourcing, RFP activity, proposal evaluation and award recommendations when those activities fall within the agreed Supply Chain workflow.
  • Partner with Strategic Sourcing and contracting resources on commercial terms, negotiations, contract review and contract execution.
  • Build and maintain strategic relationships with suppliers and equipment vendors and support commercial alignment with contractors and other project partners.
  • Identify opportunities for improved pricing, contract terms, tier optimization, standardization, cost avoidance and total value improvement.
  • Coordinate supplier communications and help resolve commercial, contracting or supplier-performance issues that may affect project schedules or outcomes.
  • Track contract compliance, savings, cost avoidance and other value delivered across the project portfolio.
  • Provide clear reporting on supplier activity, sourcing progress, financial opportunities, risks, decisions and realized value.
PROGRAM LEADERSHIP AND RELATIONSHIPS
  • Serve as the central Supply Chain liaison to Design, Construction and Facilities, ensuring sourcing, contracting, supplier and equipment requirements are incorporated early in project planning and execution.
  • Build trusted relationships with operational leaders, project teams, suppliers, contractors, equipment vendors and other key stakeholders.
  • Lead through influence in a matrixed environment while respecting established decision rights and responsibilities across Design, Construction and Facilities and Supply Chain.
  • Translate project requirements and Supply Chain strategies into clear plans, decisions and actions.
  • Escalate barriers, risks, resource requirements and decisions through the appropriate leadership channels when needed to keep projects and sourcing initiatives moving.
  • Maintain organized program documentation, dashboards, action logs and financial tracking to support transparency and accountability.
EDUCATION
  • Bachelor's degree required.
  • Master's degree preferred.
  • A combination of relevant education and experience may be considered in lieu of the stated education requirements.
EXPERIENCE
  • Seven or more years of progressively responsible experience in program or project management, design and construction, facilities, strategic sourcing, supply chain, capital equipment, contracting or a related field.
  • Experience supporting complex construction, facilities or capital projects strongly preferred.
  • Experience working with suppliers, contractors, architects, engineers, equipment vendors and cross-functional operational teams preferred.
  • Healthcare experience preferred.
KNOWLEDGE, SKILLS AND ABILITIES
  • Strong program and project management skills with the ability to coordinate multiple workstreams, milestones, stakeholders and dependencies.
  • Working knowledge of design, construction, facilities and capital equipment project lifecycles, with the ability to identify where Supply Chain sourcing and contracting engagement is required.
  • Strong sourcing, supplier relationship management, negotiation and contract management capabilities.
  • Ability to connect project requirements with supplier capabilities, contracting strategies, GPO opportunities and organizational standards.
  • Strong financial and analytical skills, including the ability to identify and track savings, cost avoidance and value realization.
  • Ability to build relationships and lead through influence across operational, project and Supply Chain teams without assuming ownership of design or construction decisions.
  • Strong written and verbal communication skills with the ability to convert complex issues into clear decisions and next steps.
  • Ability to operate effectively in a fast-paced, matrixed environment with shared accountability.

Community Health Systems is a Fortune 500 company based in Franklin, Tennessee. It was the largest provider of general hospital healthcare services in the United States in terms of number of acute care facilities. In 2014, CHS had around 200 hospitals, but the number had declined to around 85 in 2021. In August 2015, the company announced plans to spin off 38 hospitals and its management and consulting subsidiary, Quorum Health Resources, into a new publicly traded company called Quorum Health Corporation.
