Glass Roots Construction (GRC) is seeking a high-performing Engineering Project Manager to lead our underground utility projects from inception to completion. As GRC continues to scale, this role serves as a pivotal bridge between our strategic goals and field execution. You won't just be managing tasks; you will be the primary driver of project profitability, client relationships, and operational excellence. This is a leadership position designed for a proactive problem-solver who can navigate the complexities of civil construction while mentoring our field teams and ensuring GRC remains the gold standard for safety and efficiency in the Portland area. Responsibilities Glass Roots Construction (GRC) is seeking a high-performing Engineering Project Manager to lead our underground utility projects from inception to completion. As GRC continues to scale, this role serves as a pivotal bridge between our strategic goals and field execution. You won't just be managing tasks; you will be the primary driver of project profitability, client relationships, and operational excellence. Engineering Delivery & Milestone Management - Own the engineering delivery schedule for assigned projects, tracking key milestones, survey, engineering completed, permit submitted, permit approved, and RTC, and maintaining accurate, up-to-date status across all active workstreams. - Proactively identify schedule risks, resource constraints, and scope gaps that could impact engineering delivery, escalating to the Sr. Manager of OSP Engineering with clear context and recommended mitigations. - Manage the flow of design packages from initiation through completion, ensuring handoffs between design, permitting, and field operations are sequenced correctly, and nothing stalls between teams. - Maintain project trackers, dashboards, and status reports that give engineering leadership and cross-functional stakeholders accurate visibility into delivery progress at all times. Cross-Functional Coordination - Serve as the day-to-day coordination point between the design team, permit coordinator, field operations, and project management, ensuring each team has what they need from engineering to execute their work without delay. - Facilitate engineering-related meetings, kick-offs, milestone reviews, and cross-functional syncs, capturing decisions, action items, and follow-up owners and distributing them promptly after each session. - Communicate engineering status, changes, and constraints to construction teams clearly and in time to prevent field impact, translating technical information into actionable guidance non-engineering audiences can act on. - Coordinate with external stakeholders, carriers, municipalities, and utilities, on engineering deliverable requirements, submission timelines, and approval status as directed by the Sr. Manager of OSP Engineering. Process, Documentation & Reporting - Maintain complete and organized engineering project documentation, including design packages, RFI logs, change orders, permit submissions, and approval records, ensuring version control and accessibility for all project stakeholders. - Build and maintain project-level reports and trackers in Excel, Google Sheets, or project management platforms that surface trends, variances, and risks for engineering leadership review. - Support the Sr. Manager of OSP Engineering in managing engineering budgets and costs at the project level, flagging variances and tracking change orders with accuracy and timeliness. - Contribute to continuous improvement by identifying recurring process breakdowns, documentation gaps, or coordination inefficiencies and proposing structured solutions to engineering leadership. Required Qualifications - Bachelor's degree in Engineering Management, Construction Management, Civil Engineering, Project Management, or a related field; equivalent experience considered. - 4+ years of project management or project coordination experience in a telecom, utility, or infrastructure construction environment. - Familiarity with fiber OSP construction workflows, including design, permitting, and field execution phases and how they interact. - Demonstrated ability to manage multiple concurrent projects with overlapping deadlines in a fast-paced, field-driven environment. Technical Skills - Strong proficiency in Microsoft Excel and Google Suite for building and maintaining project trackers, schedules, and status reports. - Experience with project management platforms (e.g., Zoho, Smartsheet, Procore, or similar) for task tracking, milestone management, and cross-team coordination. - Ability to read and interpret OSP construction drawings and design packages at a working level - enough to coordinate effectively with designers and field teams without producing design work independently. - Familiarity with document control practices and version management for engineering deliverables in a construction or utility environment. Preferred Qualifications - Experience: Strong background in field management and understanding of utility construction processes and terminology. - Technical Tools: Familiarity with project management tools such as Zoho, Smartsheet, Procore, or similar platforms, along with advanced Google Suite skills (including Google Sheets). - Soft Skills & Work Ethic: Excellent analytical, problem-solving, and organizational skills, coupled with strong written and verbal communication. - Process Focus: Demonstrated data entry skills with a heavy orientation toward process, documentation, and continuous improvement. Additional Information Salary Range: $90,000 - $115,000 Salary, based on experience + 10% Bonus Schedule: Day Shift: 8am-5pm Travel Requirements: 25% Role Openings: 1 Target Start Date: 2-3 weeks from offer Interview Process 1.
