Title:Engineer Tech Utilities - Lead
Location: Independence, MO

Salary: $89,700 to $99,600
Schedule: 980 schedule

Focus: The Engineer Tech Utilities - Lead provides technical, operational, and project support for utility infrastructure including powerhouse operations, steam generation, water treatment, wastewater systems, and future cogeneration assets. This position serves as a key liaison between operations, engineering, maintenance, contractors, and government stakeholders to ensure reliable utility system performance, regulatory compliance, and successful execution of capital improvement projects.

The role will play a critical part in supporting the implementation and integration of a new cogeneration facility, helping transition the existing powerhouse from a steam-generation plant to a natural gas-fired turbine facility capable of producing both electrical power and steam.

Engineer Tech Utilities - Lead Essential Job Functions:
  • Cogeneration Project & Utility System Support - Serve as the technical lead supporting the integration of the new cogeneration facility, coordinating construction activities, reviewing RFIs and submittals, collaborating with engineering and utility providers, and ensuring uninterrupted operation of powerhouse, steam, water, and wastewater systems during project execution and transition.
  • Maintenance Planning, Reliability & Troubleshooting - Develop and continuously improve preventive maintenance programs, coordinate reactive maintenance activities, procure parts and services, troubleshoot complex system issues, and provide technical guidance and training to operations and maintenance personnel.
  • Contractor, Vendor & Procurement Management - Manage sourcing, bidding, procurement, calibration, testing, and service contracts; coordinate contractor activities; oversee work execution; and ensure completion and documentation of contracted services in compliance with site requirements.
  • Compliance, Documentation & Reporting - Maintain operational records, performance trends, environmental compliance data, and technical documentation; lead assigned Contract Data Requirements List (CDRL) submissions; manage Letters of Instruction (LOIs); and ensure accurate reporting and record retention for utility operations.
  • Strategic Planning, Training & Continuous Improvement - Support utility master planning efforts, identify and prioritize infrastructure needs, participate in funding and project planning reviews, benchmark industry best practices, develop and administer employee training programs, and drive continuous improvement initiatives across utility operations.

Engineer Tech Utilities - Lead Minimum Requirements:
  • High school diploma or equivalent; Associate degree* in Engineering Technology, Industrial Technology, Utilities Operations, Mechanical Technology, Electrical Technology, or related technical field preferred.
  • 7 years' experience supporting industrial utility systems, power generation, water treatment, wastewater treatment, manufacturing operations, or similar infrastructure.
  • Knowledge of maintenance planning, contractor coordination, procurement processes, and technical documentation.
  • Strong troubleshooting and problem-solving skills.
  • Proficiency with Microsoft Office applications and computerized maintenance management systems.

Location-Specific Requirements:
  • Must have a valid US Driver's License.
  • This position requires access to ITAR controlled technical data, and as such, employment will be contingent upon the candidate's ability to access ITAR controlled technical data pursuant to an export license approved by the Directorate of Defense Trade Controls if required.
  • This position requires successful vetting as an Employee Possessor in accordance with U.S. Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
  • This position requires successful vetting for unescorted access in accordance with U.S. Army and Department of Defense access policies.
