Engineer
KBR, in support of the Volpe Center’s Transportation Technology and Engineering Mission Solutions (TTEMS) program, is seeking an Information Technology or General Engineer. The Volpe Center provides technical support to the National Highway Traffic Safety Administration (NHTSA) and the Office of Drug and Alcohol Policy and Compliance (ODAPC) in their efforts to further reduce and detect alcohol impairment. The support includes the development and evaluation of measurement techniques for alcohol in the breath and from other bodily fluids (e.g., saliva); the development of performance criteria in the form of Model Specifications for alcohol measurement devices; and testing of instruments intended for use by law enforcement. These activities are in support of NHTSA’s demonstration and research programs and ODAPC’s employee testing programs.
KBR’s Engineer will provide support to the Volpe Center in enhancing NHTSA’s safety mission, specifically in their efforts to further reduce and detect alcohol impairment. The contractor shall provide technical laboratory support in the evaluation/testing of alcohol measuring devices.
** Candidate must be able to obtain Public Trust Clearance. This position requires an individual to have resided in the United States for 3 out of the last 5 years. **
Essential Job functions:
- Maintain hardware and software of the lab equipment.
- Configure, calibrate, install, integrate, test, and document all required computers, instrumentation, and components for the Volpe Center’s Alcohol Countermeasures Lab, specifically, the Lab’s reengineered Breath Alcohol Sample Simulator (BASS) device.
- Diagnose, repair, and/or upgrade the BASS device hardware and software.
- Maintain related testing equipment including the altitude chamber, interlock working stations, and a mobile robot that simulates a drinking subject.
- Evaluate/test alcohol measuring devices for precision and accuracy.
- Alcohol measuring devices submitted as candidates for inclusion in the conforming products list are evaluated against the product requirements using the test procedures found in the Federal Registry. Devices include:
- Ignition interlock devices
- Evidential Breath Tester (EBT) Device
- Alcohol Screening Device (ASD)
- Calibrating Units (CU)
- Disposable or re-useable personal breath testers
- Devices that test other fluids for alcohol (e.g., saliva testers)
- Document and provide results of the evaluation and testing of devices and related documentation, including software verification and, if available, quality assurance plan, and user manual.
Basic Qualifications
- 15+ years technical competence and experience in the design, development, and implementation of IT and laboratory hardware, software, and supporting infrastructure including environmental equipment and controls.
- Demonstrated ability to apply engineering principles to investigate, analyze, plan, design, develop, implement, test, and/or evaluate laboratory equipment and computer systems and to develop documentation and support technical analyses and reports and other laboratory-related technical areas.
- Demonstrated experience working with hazardous materials and supporting safety evaluations consistent with alcohol countermeasures laboratory equipment and supplies.
- Understanding of customer mission, strategic goals.
- Good communicator and adept at presenting technical analysis reports
- Strong interpersonal skills to interact with stakeholders: sponsors, customers, end users, and trainers, as well as project technical staff.
- Experience with the full suite of MS Office tools.
Basic Compensation:
$120,000 - $130,000 USD Annually
This pay range applies to Cambridge, MA location only.
The offered rate will be based on contract affordability and the selected candidate’s working location, knowledge, skills, abilities and/or experience, and in consideration of internal parity.
