ABOUT THE POSITION Flex recruitment:The Department of Public Works is seeking multiple entry and/or journey-level engineers in the civil engineering field to join our Engineering, Land Development, Traffic & Transportation, or Construction Divisions. There are both full-time, regular hire and contingent hire opportunities available. Candidates will be considered for the level for which they meet minimum qualifications.
Under the guidance and technical direction of a licensed Professional Engineer, the successful candidate will perform a variety of civil engineering tasks of routine to moderate complexity. Work is completed using established standards, manuals, guidelines, policies, directives, and relevant computer software.
Depending on the assigned Division, typical duties may include:
• Assisting in preparing or reviewing engineering plans, specifications, cost estimates, calculations, reports, and other technical documents.
• Performing field inspections of construction projects to verify compliance with plans and specifications; documenting field observations; taking measurements; reviewing quantities; and supporting contractor payment processes.
• Preparing plans, specifications, and estimates for Contract Change Order work.
• Reviewing permit applications and engineering plans submitted by cities, utilities, developers, contractors, consultants, and other applicants for compliance with County standards, policies, regulations, and applicable statutes.
• Issuing or denying permits as appropriate.
• Conducting field inspections for permitted work to ensure compliance with approved plans and conditions.

Hybrid schedule: The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOUOur Highly Qualified Candidate has: Knowledge of:The basic principles of physics, and mathematics as applied to civil engineering; engineering surveying; properties and uses of engineering construction materials; understanding of drainage design and principles; methods and equipment of engineering construction; California Environmental Quality Act (CEQA); engineering economics; personal computer applications and Computer-Aided Design and Drafting (CADD) systems; AutoCAD is desirable; principles of pavement management and maintenance; basic understanding of design standards and principles as it applies to roadways, buildings, structures, bicycle and/or pedestrian facilities, among others; hydrologic and hydraulic modeling and hydrologic data review; and project leadership methodologies.
Ability to: Analyze plans, specifications, estimates, and site conditions to determine necessary changes and improve project outcomes; prepare contract change orders; evaluate situations and take effective action to accomplish assigned tasks and resolve issues; and make accurate computations and engineering notes. communicating effectively verbally and in writing, provide lead direction.
QUALIFICATIONSKnowledge of: - General knowledge of the principles, practices and techniques of civil engineering.
- Statistics and advance mathematics including algebra and analytic geometry.
- Correct methods of using engineering equipment including computers, computer programs in the engineering field, calculators, survey instruments and drafting tools.
Ability to:- Organize, establish priorities, and set goals and objectives.
- Identify and define technical problems.
- Apply principles of logic and scientific reasoning to develop and evaluate alternative courses of action and determine appropriate solutions.
- Read, understand and interpret complex technical and legal documents, maps, technical drawings and plans.
- Retain and recall factual, technical data and legal provisions.
- Effectively communicate to convey technical information and give instructions.
- Listen attentively and participate in negotiations by providing required data and information.
- Write clearly and concisely with technical accuracy reports, correspondence and records.
- Adjust to workload changes and working under stress to meet deadlines.
- Maintain effective working relationships with all levels of representatives from governmental and private agencies, construction and consultant contractors, co-workers and the public.
- Provide lead direction to staff.
The following is highly desirable:- Identify uses and operation methods of various types of construction equipment.
MINIMUM QUALIFICATIONS Engineer I: By the time of appointment, a Bachelor's Degree in Civil Engineering or a closely related engineering field from an accredited college or university or a valid Engineering-in-Training Certificate.
Engineer II: In addition to the above, one year of professional engineering experience providing the knowledge and abilities listed above.
