Overview

The Energy RFP Specialist role is responsible for conducting energy auctions for the purchase and sale of wholesale electricity, electricity-related products, and renewable energy credits (RECs). The role will support the development and implementation of default service and last resort service energy plans for PPL Electric and Rhode Island Energy. The role will support the development, implementation and maintenance of energy procurement processes, conduct daily generation submissions to the ISO, support the management of energy auctions, complete energy market analysis, and provide reports to peer teams and leadership.

The Senior Energy Procurement Specialist operates within the Energy Procurement Department, where the team collaborates to facilitate energy auctions and manage the purchase and sale of wholesale electricity, electricityrelated products, and renewable energy credits (RECs). The department is responsible for developing and implementing default service and last resort service energy plans for PPL Electric and Rhode Island Energy, as well as maintaining robust energy procurement processes, supporting daily generation submissions to the ISO, managing energy auctions, conducting energy market analyses, and executing Request for Proposals (RFPs) for renewable and clean energy programs.
Within this departmental structure, the Senior Energy Procurement Specialist will perform a selection of these functions, based on their expertise and the needs of the team. A successful candidate should demonstrate proficiency and experience in one or more of these key departmental responsibilities.

Responsibilities

Energy RFP Specialist:
• Develop Request For Proposals (RFPs) and contract documents used to procure Narragansett Electric's Last Resort Service (LRS) and PPL Electric's Default Service. This includes developing plans to meet state regulatory obligations, renewable portfolio standards, and other policy initiatives.
• Responsible for the purchase and sale of electricity, electricity-related products, and renewable energy credits (RECs) through competitive auction processes.
• Support the electricity and electric-related product bidding with the Independent System Operator - ISO New England (ISO-NE) and PJM ISO.
• Conduct LRS and Default Service electricity, RECs, and renewable energy RFPs, including activities such as supplier communications and management, bid evaluation, contract review and execution, reporting on auction results, and communications with state agencies.
• Analyze the results of RFPs and the procurement of LRS/Default Service energy, renewable and clean energy programs, and RECs under the guidance of manager. This may include reviewing dispatch modeling results, environmental migration plans, economic benefit analysis, and diversity, equity and inclusion plans included in bid proposals.
• Manage day-to-day relationship with service providers, including negotiation, interpretation and application of established contractual agreements and/or service level agreements to ensure adherence to standards and best outcomes for PPL.
• Manage supplier contracts, including the entry of deals into the company's contract management systems and updates to terms and conditions.
• Assist in the development of electric hedging and procurement strategies consistent with the regulatory policies and practices applicable in each jurisdiction in which the company operates.
• Maintain strong relationships with internal stakeholders that support company RFPs, including energy traders, risk management, accounting, legal, rates, and ISO settlement & scheduling.
• Serves as a liaison between PPL Electric/Narragansett Electric and external stakeholders (such as state regulators, customer advocates, special interest groups, and trade groups) on technical and policy or strategic issues.
• Support regulatory filings related to power supply and renewable energy.
• Actively manage RECs through the PJM GATS and ISO-NE GIS, including transfers and receipts, invoicing, reporting, and managing state compliance requirements.
• Independently collate and analyze electric supply portfolio data using pre-determined tools, methods and formats to support company planning and volatility management processes.
• Monitor and analyze energy schedule and trade data to identify gaps between forecasted load obligations
• Performs other duties as assigned

Sr Energy RFP Specialist:
• Develop and conduct RFPs for Rhode Island Energy's Last Resort Service (LRS), PPL Electric Utilities' Default Service energy, and renewable energy programs, including bid evaluation, contract review, reporting, stakeholder engagement, supplier communication as well as written and oral testimony before state Public Utilities Commissions.
• Manage the purchase and sale of electricity, electricity-related products, and renewable energy credits (RECs) through competitive auctions.
• Assist in the development of electric hedging and procurement strategies, aligned with regulatory policies in applicable jurisdictions.
• Analyze procurement strategies, dispatch modeling, environmental plans, economic benefits, and diversity, equity & inclusion components in proposals. Analyze the results of RFPs and the procurement of LRS/Default Service energy, renewable and clean energy programs, and RECs under the guidance of manager. This may include reviewing dispatch modeling results, environmental migration plans, economic benefit analysis, and diversity, equity and inclusion plans included in bid proposals and presented before regulatory agencies.
• Manage contract entry and updates within company systems. Manage day-to-day relationship with service providers, including negotiation, interpretation and application of established contractual agreements and/or service level agreements to ensure adherence to standards and best outcomes for PPL.
• Maintain collaborative relationships with internal stakeholders, including customer energy integration, ISO settlements, energy traders, risk management, accounting, legal, rates, and regulatory strategy teams. Manage supplier contracts, including the entry of deals into the company's contract management systems and updates to terms and conditions.
• Assist in the development of electric hedging and procurement strategies consistent with the regulatory policies and practices applicable in each jurisdiction in which the company operates.Performs other duties as assigned and comply with all company policies and standards.

4. Demonstrated ability to present issues, insights, results, and recommendations to key stakeholders.
5. Demonstrated ability to interact across all levels of internal management and external stakeholders.
6. Demonstrated proficiency in MS Office products and in using the internet to perform research.
7. Strong planning and organizational skills attuned to anticipating the needs of internal and external audiences.
8. Ability to build and maintain relationships with suppliers and regulators.

Preferred Qualifications:
• Advanced Degree in economics, finance, business, mathematics, or other related field.
• Certifications in energy trading, modeling, project management, or other related certification.
• Demonstrated experience working in the regulated energy business.
• Working knowledge of the wholesale energy markets, independent system operator model, and state and
federal legislation, with a deep understanding of interconnected utility operations, specifically in relation to
ISO New England (ISO-NE) and/or PJM ISO.
• Demonstrated strong oral and written communication skills necessary to the constructive exchange of routine
and non-routine information, including the use of tact and persuasion as appropriate.
• Advanced skill in the use of Microsoft Excel, Access, Python, or other similar analytical tool.
• Understanding of project management techniques and methods.
