Job Summary:

The Department of Public Safety is seeking an Emergency Manager. This is a full-time (1.00 FTE), 12-month, professional faculty position.

Reporting to the Associate Vice President of Public Safety and Chief of Police, the Emergency Manager is responsible for the development, implementation and growth of the Oregon State University (OSU) Emergency Preparedness program. The position manages day-to-day operations of the emergency preparedness unit, which supports OSU's Corvallis campus and other OSU non-Corvallis locations. The position manages planning, budgeting, training, and programming related to emergency preparedness and response functions. The emergency preparedness program works directly with Colleges, Departments, and work units to improve campus-wide emergency preparedness planning and programs to increase OSU's ability to respond to emergencies, manage incidents, and restore the campus to operations after incidents. The position maintains and builds strong relationships and partnerships with city, county, and state public and private agencies responsible for emergency planning, response, and recovery. The Emergency Manager and Emergency Preparedness unit design, plan, and conduct periodic emergency management exercises for top-level management and policymakers, as well as campus departments. The position is responsible for the development of the Emergency Operations Center (EOC), Incident Management Team (IMT), and campus-level planning and response operation plans. The program conducts research and facilitates general preparedness for business continuity/recovery actions. The Emergency Manager develops and maintains current knowledge of campus operations in order to coordinate cross-campus response in the event of an emergency and be able to access and coordinate appropriate resources for emergency situations

Qualifications:

Required Qualifications:

• Bachelor's degree in Emergency Preparedness, Communications, Public Health, Environmental Health and Safety, the physical sciences, or another field relevant to the position's duties.

• Minimum of five (5) years of demonstrated recent professional-level experience in emergency management and planning, policy development, and coordination with large complex organizations.
• Completion of the following trainings within one year of hire: ICS100, ICS200, ICS300, ICS400, ICS700, ICS800, E/L/K04479, O305, and the FEMA Basic Academy.
• Demonstrated experience in emergency management practices with advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS).
• Working knowledge of federal government techniques for planning and implementing emergency services, including familiarity with emergency communications, related computer systems, and applications.
• Ability to communicate effectively both orally and in writing, with all levels of colleagues and clients, and representatives of regulatory agencies, including the ability to prepare professional reports and develop program materials and plans.
• Ability and willingness to respond to emergencies on an on-call 24/7 basis.
• Ability to work independently with a minimum of supervision to organize, prioritize, and accomplish goals, exercising good judgment to create and maintain schedules of work.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions, and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified, and self-report convictions as per University Policy 05-030.

Preferred Qualifications:

• Working knowledge of hazardous assessment methodology, mitigation measures (including preservation of academic research), damage assessment, and resource recovery.
• Experience in working within a large and complex organization with multiple disciplines, and proven experience in working as part of a coordinated team to achieve program, departmental, and organizational goals.
• Demonstrated ability to make formal presentations and provide effective training, including planning and managing exercises/after-action reports, in emergency management concepts to varied and diverse campus audiences, including the highest level of university management.
• Working knowledge and experience using and maintaining radio systems.
• Past experience in diplomatic-type interactions with and fostering of effective working relationships with representatives of governmental and other response agencies.
• Experience in a leadership role with a related volunteer program, service as a committee chair, or in a public safety-affiliated leadership role.
• Experience leading committees and/or a lead role on cross-disciplinary committees and/or organizations and collaborative exercises.
• Completion of the E/L/K0146 training within one year of hiring into the Emergency Manager position.
• A minimum of 2 years of supervisory experience in a related field.

Occasionally lift up to 40 pounds above the waist.

Salary Range:

recommended truncated range $89k - $110k
