Columbia Technology Partners is seeking an experienced PeopleSoft ELM Functional Consultant / Practice Manager to support a customer's Enterprise Learning Management (ELM) environment. This role provides functional, technical, and strategic consulting services for a large-scale PeopleSoft implementation. The ideal candidate is a motivated self-starter who enjoys solving complex business and technology challenges, working directly with customers, and engaging with executive leadership to drive successful outcomes.

As a key member of the team, you will help shape the future direction of the customer's PeopleSoft ecosystem by providing expert guidance on architecture, system enhancements, reporting solutions, and long-term maintainability strategies. You will collaborate with stakeholders, developers, and leadership teams to translate business needs into effective technical solutions while ensuring alignment with organizational goals.

Key Responsibilities:

  • Serve as a trusted advisor for the customer's PeopleSoft Enterprise Learning Management (ELM) environment.
  • Provide functional, technical, and strategic consulting services across PeopleSoft applications and related technologies.
  • Assess architectural designs, evaluate implementation roadmaps, and perform feasibility analyses for proposed enhancements.
  • Translate business and technical requirements into actionable development plans and solution designs.
  • Drive stakeholder engagement and obtain customer buy-in for recommended solutions and implementation approaches.
  • Lead and support software design, testing, deployment, and continuous improvement initiatives.
  • Provide guidance on best practices for maintaining scalable, cost-effective, and sustainable PeopleSoft solutions.
  • Work closely with customers, executive leadership, developers, and end users to ensure successful project delivery.
  • Develop and implement custom configurations, integrations, and extensions to support unique business processes and workflows.
  • Identify project risks and recommend mitigation strategies to ensure successful outcomes.
  • Support reporting and analytics efforts by working with stakeholders to develop reporting solutions and data-driven insights.
  • Explain technical concepts and reporting methodologies to users with varying levels of technical expertise.
  • Provide expertise across on-premises, cloud, and hybrid technology environments.


Qualifications:

  • Extensive experience supporting Oracle PeopleSoft applications, with strong functional expertise in PeopleSoft Enterprise Learning Management (ELM).
  • Deep knowledge of the PeopleSoft ecosystem, including HCM, Financials, Education applications, and enterprise reporting solutions.
  • Proven ability to assess architectures, develop implementation roadmaps, and recommend scalable, cost-effective, long-term solutions.
  • Experience translating business requirements into technical solutions while partnering with customers, executive leadership, and development teams.
  • Strong analytical, problem-solving, and communication skills, with experience supporting on-premises, cloud, and hybrid environments and leading complex enterprise initiatives.


Desired Qualifications:

  • Experience designing and implementing integrations with third-party applications and government off-the-shelf (GOTS) solutions.
  • Experience supporting cloud, hybrid, and on-premises enterprise environments.
  • Previous experience leading consulting teams, large-scale implementations, or enterprise modernization efforts.
  • Familiarity with enterprise learning management, workforce development, or training-focused environments.
