Full Job Description
Within the Telecommunications Department, as an Electrical, Instrumentation & Control (EIC) Specialist:
  • Design complete EIC solutions based on project scope definition for pre-sales and engineering;
  • Support project bidding and pre-sales activities;
  • Prepare project documentation including but not limited to bills of materials, calculations, data sheets, detailed drawings, specifications, technical reports, and test plans;
  • Coordinate tasks with engineers, designers, and administrative staff;
  • Perform technical evaluations of bids and recommend best-value design which meets client requirements for operability, reliability, maintainability, and safety;
  • Develop technical proposals and entry criteria for suppliers and subcontractors;
  • Negotiate contracts with suppliers and subcontractors, ensuring that the risks inherent in them are transferred;
  • Participate in safety reviews (i.e., HAZID, HAZOP);
  • Lead field work by evaluating installations and performing problem-solving activities;
  • Perform calculation checks and vendor drawing reviews;
  • Serve as discipline lead on single and multi-discipline projects by estimating work hours, developing scopes of work, making recommendations, and checking drawings;
  • Interact with other disciplines and suppliers to obtain pertinent information;
  • Manage the scope of the project work, address scope and work changes, adjust the project deliverables as necessary, and complete the project work based on the budget and scheduled time frame;
  • Present project information to both internal and external client audiences;
  • Monitor quality standards (ISO);
  • Perform other responsibilities as per the direction and project requirements.
Qualifications
  • Bachelor's degree in Engineering;
  • 5+ years of experience in Electrical, Instrumentation & Control (EIC) engineering, analysis, and design;
  • Strong knowledge of PFDs, P&IDs, Cause & Effect Matrices, control system architecture, and solar system solutions;
  • Experience with DCS, PLC, SCADA, RTU, HMI, reporting software, field instrumentation, process analyzers, safety instrumented systems, fire & gas detection systems, and the development of installation details and loop drawings;
  • Experience configuring network and control system interfaces, including switches, servers, and operator workstations;
  • Experience preparing engineering cost estimates and technical documentation;
  • Working knowledge of Smart Plant Instrumentation (an asset), databases, AutoCAD, and Microsoft Office;
  • Knowledge of ISO standards and experience supporting domestic and international market development;
  • Excellent analytical, problem-solving, organizational, multitasking, communication, interpersonal, and decision-making skills, with a strong team-oriented approach;
  • Availability for occasional international travel;
  • Relevant certification (an asset);
  • Fluency in both French and English, spoken and written, is required (to collaborate with teams located outside the province of Quebec, as 15% of the Vice President's teams are based outside Quebec, and with clients located outside the province of Quebec, as 70% of the Vice President's clientele is outside Quebec).
