Summary

This position is located in the Office of Equal Employment Opportunity (OEEO) of the Federal Deposit Insurance Corporation (FDIC) and provides legal research, analysis, and advisory support in the interpretation and application of federal EEO laws, regulations, and policies; offering senior-level authority over complex matters.

Duties

Help

  • Reviews the processing, settlement, and adjudication of complaints of discrimination, including advising on acceptance or dismissal recommendations, reviewing investigations for sufficiency, and assessing whether evidence supports findings of discrimination.
  • Prepares legal analyses and draft summaries on complex discrimination complaints, including investigative files, administrative records, and hearing outcomes, and makes recommendations for final agency decision making by senior officials.
  • Provides authoritative legal advice on complex EEO matters involving interpretation of discrimination statutes, EEO procedures, and case law. Advises supervisors, managers, and OEEO officials on applying EEO requirements to employment actions and complaint handling.
  • Writes final agency decisions and final actions that are clear, concise, persuasive, legally sound, and which set forth the relevant facts of the matter and interpret and apply applicable laws and regulations and legal precedent and are based on a comprehensive analysis and evaluation of the case record to determine the nature and scope of the complaint, including investigative, administrative and/or hearing files.
  • Participates in the development, analysis, and implementation of OEEO programs, policies, and guidance documents related to EEO compliance and complaint processing. Contributes to policy interpretations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience providing legal advice and counsel on legal and policy issues related to equal employment opportunity (EEO) laws, policies and regulations; drafting legal documents and memoranda; and conducting legal research and analysis.

Specialized experience must be directly related to the position being filled and is experience gained after issuance of bar membership.

• Education: A Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) or Master of Laws (LL.M.) from a school accredited by the American Bar Association (ABA).
• Bar Membership: Current active bar membership (valid license to practice law). Admission to the bar of any state, District of Columbia, any United States territory or Commonwealth, or Federal Court is acceptable.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 27.26% to a high of 33.94%. Salary reflects a pay cap for this position of $257,500

If selected, you may be required to serve a trial period. During the trial period, you will be evaluated for fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.


Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
