Summary

As an Economist at the GS-0110-13, you will be part of the Expert Analysis Division, Office of General Counsel, U.S. Equal Employment Opportunity Commission. If selected, you will be responsible for serving as an authority in economics and provide expert opinions, guidance, and direction to management, trial attorneys, and others in the analysis of employment discrimination cases.

The selectee will be required to have a duty station at Headquarters or one of the 53 EEOC Field Offices.

Duties

  • Provides expert advice on complex and emerging economic issues to EEOC Offices, other federal agencies, and external individuals and organizations.
  • Advises legal staff on appropriate analytical methods, data requirements, and statistical techniques for case development and research efforts.
  • Designs and constructs electronic databases using statistical software, ensuring accurate and reliable data used for investigations or policy studies.
  • Gathers, evaluates, and interprets complex economic information from diverse data sources, developing innovative techniques for unique or sensitive cases.
  • Reviews and critiques economic and statistical studies prepared by external experts, advising on relevance, accuracy, and methodological validity.
  • Communicates and defends analytical results to attorneys, senior staff, and external stakeholders, including testifying in federal court when required.
  • Develops and delivers training to field staff on labor market analysis, statistical methodologies, and analytical tools used in employment discrimination cases.
  • Testifies in federal court on the economic and analytic methodologies used by the incumbent and external experts, as appropriate.

Qualifications

BASIC REQUIREMENT:

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Transcripts are required and must be submitted at the time of application. A PhD Degree in Economics (with specialization in Labor Economics or a related Microeconomics area) is preferred for this position.

In addition to the basic requirement applicants must also possess:

For the GS-13: You must have one (1) year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience includes demonstrated professional experience applying methods and principles of economics and to research projects and programs; developing, analyzing, and presenting statistical information, recognizing and adopting new techniques to fit the needs of research projects and preparing comprehensive reports; conducting microeconomic analyses of administrative data to analyze outcomes related to employment (or other similar areas of microeconomics such as health or education) and having produced written and oral products based on such microeconomic analyses. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
