Full Job Description
The Housing and Economic Development Department is seeking an Economic Sustainability Manager to perform responsible, professional, administrative, supervisory, and technical work of considerable complexity. Reporting to the Division Director of Economic Sustainability, the successful candidate plans, develops, implements, coordinates, and manages grant-funded programs, economic development initiatives, strategic master plans, disaster recovery initiatives, and special projects that advance Palm Beach County's economic sustainability goals. Coordinates federal, state, and locally funded programs supporting workforce development, affordable housing, neighborhood revitalization, business attraction and retention, entrepreneurship, and community investment through comprehensive grant research, program administration, regulatory compliance, economic analysis, and contract coordination. Provides technical expertise and strategic recommendations to Department Administration, serves as a key liaison with diverse governmental, business, and community stakeholders, and prepares critical Board documents, reports, and agreements while exercising independent judgment to advance departmental and County strategic priorities.

QUALIFICATIONS

This position requires qualified applicants to possess one of the following:

  • Master's Degree in Economics, Public/Business Administration, Urban Planning or related field; minimum of five (5) years of supervisory-level experience in program and project planning, development and research,


OR

  • A Bachelor's Degree in Economics, Public/Business Administration, Urban Planning or related field; minimum of seven (7) years of supervisory-level experience in program and project planning, development and research,


OR

  • An unrelated Bachelor's Degree; minimum of eight (8) years of supervisory-level experience in program and project planning, development and research,


OR

  • An Associate's Degree in Economics, Public/Business Administration, Urban Planning or related field; minimum of nine (9) years of supervisory-level experience in program and project planning, development and research,


OR

  • Graduation from high school or an equivalent recognized certification minimum of 10 years of supervisory-level experience in program and project planning, development and research .


PREFERRED QUALIFICATIONS

Preferred qualifications include:
  • Active certification with the American Institute of Certified Planners (AICP),
  • Experience writing or managing grants in compliance with federal, state and local funding policies,
  • Experience working with Environmental Protection Agency (EPA) Revolving Loan Fund, and
  • Experience working with Brownfield programs,
