Prosperity Vice Presidency
The WBG Prosperity Vice Presidency leads the WBG's key global engagements in support of: Growth and jobs (including supporting teams across the WBG on the jobs agenda); debt sustainability and debt management; improved domestic resource mobilization and expenditure efficiency; a resilient and inclusive financial sector; business-enabling policies and regulations; trade policy and facilitation; and transparent, effective, and accountable government institutions world-wide. The Vice Presidency also houses the group that examines the distributional/poverty impacts of all policies.
It is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, a business-enabling policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate corporate targets and commitments. The VPU's objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams in the areas of its mandate.
Financial Services Sector I Department
Within the Prosperity Vertical, the Financial Services Sector (FSS) department promotes sound and inclusive financial systems that underpin economic growth and are central to the World Bank Group's mission of reducing poverty and boosting shared prosperity. Well-functioning capital markets can foster growth, diversification and productivity including by channeling savings into long-term domestic capital for strategic sectors, such as infrastructure and housing.
To support the delivery of this agenda, we are seeking an experienced specialist with exposure to capital market development, ideally also with experience on infrastructure finance or related areas. The role requires the ability to work closely with World Bank Group task teams, government counterparts, and development partners to support the preparation and implementation of operations, analytical work, and policy reforms. The Extended Term Consultant (ETC) will be expected to combine technical depth with practical delivery skills, contribute effectively in matrix teams, and engage constructively with counterparts to support capital market development.
The position will be based in Washington, DC with expectations of travel to client countries, and will report to the Manager, Capital Markets Development.
Duties & Responsibilities:
The External Term Consultant will:
• Participate in the preparation, appraisal and implementation of financial sector projects especially those with a special focus on capital markets, the Joint Capital Markets Program (JCAP) and other related areas such as structured finance, SME finance, infrastructure finance and capital markets development overall.
• Contribute to analytical and advisory activities on these topics, through economic and sector work and technical assistance, including the management of trust-funded activities, and preparation and presentation of internal project documentation throughout the entire project cycle.
• Provide global advice to regional WBG staff, sharing best practices, drafting policy reports and research papers, and participating in knowledge management initiatives - including webinars, seminars and training sessions with a focus on issues related to capital markets and infrastructure financing
• Cooperate with other WB units (such as the Infrastructure, PPPs and Guarantee team, MIGA, Climate Change, and relevant units of the IFC), the broader CMD team integrating capital markets work where relevant in other work streams and vice versa;
• Support the regional teams in designing and implementing projects involving aspects related capital markets and infrastructure finance, leading advisory and technical assistance initiatives, monitoring and implementing analytical sector work. Develop and promote the use of innovative financial instruments and vehicles (such as infrastructure project bonds, infrastructure funds/SPVs, sustainability bonds etc) and private capital that can be leveraged most efficiently through blended finance and de-risking
• Contribute to existing or design prospective World Bank lending operations related to infrastructure finance (directly or through regional teams); being able to identify appropriate policy reforms or relevant interventions appropriate for World Bank operations. Participate in assessments and diagnostics such as financial sector assessment programs (FSAP) or infrastructure sector assessment (Infrasap) where necessary.
• Play an active role in generation of the work program and provide input to implementation of JCAP.
• Support the community of practice around the PCM and liaise with other WBG teams on improving and disseminating its contents.
• Curate and disseminate knowledge on financial/capital markets including internal guidance notes, external publications, presentations, etc.
• Coordinate and participate in FCI-IFC joint projects and activities to strengthen capital markets through advisory and transaction support activities.
• Collaborate proactively within other areas of the FCI Global Practice, other WBG global practices and the IFC around the capital markets, and support broader activities as needed and appropriate.

Selection Criteria
Candidates must have the following technical qualifications:
• A masters in economics, management or related discipline or minimum 10 years of relevant professional work experience since completing graduate degree.
• Experience with capital market development and infrastructure finance and familiarity with JCAP will be a plus.
• Excellent financial sector conceptual and analytical skills with an ability to address both macro and micro issues and a track record of excellence in analytical work.
• Experience (academic and/or professional) in capital markets development and/or design of structured finance instruments/transactions.
• Strong client orientation with ability to multi-task and high attention to detail.
• Demonstrated ability to communicate ideas and analyses clearly and tactfully, both verbally and in writing.
• Candidates should demonstrate excellence in the following qualitative characteristics:
- Ability to deliver on time and in quality, through high standards, good organization and/or soft skills.
- Ability to work with diverse team members and clients.
- Knowledge of emerging economy conditions and challenges related to project implementation plus ideas to overcome related constraints.
- Fluency in required in English.
