Full Job Description
DUA is seeking a management professional with a proven track record of developing high-performing teams. The Benefit Wage and Charge Manager oversees the operational functions of the Wage Processing and Benefit Charge Units within the Department of Unemployment Assistance (DUA) Revenue Department. The position is responsible for managing critical unemployment insurance functions including monetary determinations, wage corrections, interstate, federal and military claim processing, employer benefit charge determinations, and protest resolution activities.

The manager directs supervisory staff and unit operations to ensure timely, accurate, and compliant processing of claims-related transactions and employer charge activities in accordance with state and federal regulations, agency policy, and performance standards. The position is responsible for establishing operational priorities, monitoring unit productivity and quality, strengthening staff and supervisor accountability, and supporting employee development through coaching, training oversight, and performance management practices.

As a member of the Revenue leadership team, the manager plays a critical role in the evaluation, development, and implementation of policies and procedures governing wage processing, benefit charging, and unemployment insurance program administration. The position works closely with Revenue leadership to analyze program performance, identify operational risks and service delivery challenges, evaluate the effectiveness of existing policies and procedures, and develop recommendations for policy, procedural, and programmatic changes. The manager provides subject matter expertise regarding wage and charge operations, contributes to the development of program priorities and performance standards, and assists leadership in assessing the operational impact of legislative, regulatory, and federal program changes.

This position contributes to the agency mission by ensuring the integrity, accuracy, and responsiveness of unemployment insurance wage and charge operations while promoting effective customer service to employers, claimants, and agency stakeholders.

This position reports to DUA's Boston office three days per week. The hybrid schedule is subject to change based on operational need.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
