GENERAL DESCRIPTION: Perform advanced (seniorlevel) managerial work administering the field operations and activities of the Compliance and Enforcement Service functions within the Regulatory Services Division. Work involves establishing field operation goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; monitoring budget expenditures; coordinating the planning and initiation of projects at various levels of completion; establishing and monitoring the measurement for program success in field operations; and communicating with project stakeholders, management and other relevant parties. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:1. Manage the compliance and enforcement of field operations in all regulatory programs and activities.
2. Oversee the establishment of goals and objectives in multiple regulatory programs; allocation of resources to achieve goals; monitors and evaluates the effectiveness of staffing levels and distribution of work; and manage evaluation activities.
3. Oversee the coordination, assignment, and review of all enforcement investigations. Works closely with commissioned personnel within the division and regions to coordinate assistance with criminal investigations.
4. Oversee all field operational staff development plans and activities, personnel investigations, and develop performance improvement plans as needed.
5. Develop criteria for evaluating program success measurements indicators and hold personnel accountable for activities directly related to program success.
6. Oversee the development of field operation guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.
7. Oversee and conduct field operations targeting specific regulatory enforcement programs.
8. Provide quality assurance oversight by conducting secondary reviews of violation reports across all regulated programs, ensuring consistency, regulatory compliance, and accurate documentation.
9. Develop and evaluate budget requests, monitor budget expenditures, and adjust as necessary.
10. Represent the field enforcement functions, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
11. Identify potential project risks and difficulties and design strategies to mitigate or avoid them.
12. Oversee the development, review, revision, and implementation of legislation as it pertains to field operations and licensee liaison.
13. Coordinate field project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
14. Conducts personnel investigations and management reviews as directed.
15. Provides analysis and recommendations of proposed legislation during the legislative sessions.
16. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
17. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited fouryear college or university with a Bachelor's degree in Business, Operations Management, Criminal Justice, or related field preferred.
Experience Minimum of four (4) years' experience in the management of a business function, division, or department relevant to regulatory processes.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a yearforyear basis.
Licensure and/or Certification Must possess a valid driver license from state of residence.
Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, CJIS) and be able to learn new software/systems.
