GENERAL DESCRIPTION: Perform highly advanced (seniorlevel) managerial work overseeing the daily operations and activities of the HR Service Teams and related/embedded components, e.g., CAPPS; Comp & Class. Work involves establishing goals and objectives; developing guidelines and procedures; developing schedules, and assessing priorities and standards for achieving established goals. Participate in developing policy, rules, and guidelines. Oversee the coordination and evaluation activities for these specific groups. Plan, assign, and supervise the work of these teams. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:1. Manage the activities of the HRST program area(s). Provide proactive leadership, direction, guidance, and assistance to staff to ensure efficiency, effectiveness, and responsiveness to agency needs.
2. Oversee the processing of HRST activities. Work with agency executive(s), managerial, and legal staff on complicated or difficult matters.
3. Oversee the development and preparation of training outlines and guides for NEO and other training activities.
4. Develop, prepare and/or oversee preparation of HRST management, productivity, and financial reports and studies.
5. Plan, develop, implement, coordinate, monitor, and/or evaluate policies and procedures.
6. Develop and implement techniques and processes for evaluating and maximizing efficiency and effectiveness of program activities.
7. Identify the need to revise program area(s). Assist with HRIS/ATS testing.
8. Plan, develop, and approve schedules, priorities, and standards for achieving goals; and direct evaluation activities.
9. Represent the agency at business meetings, conferences, seminars, boards, panels, and committees.
10. Review guidelines, procedures, rules, and regulations; and monitor compliance.
11. Adapt existing procedures and processes to meet legislative changes and operating needs. Participate in reviewing legislation and proposed changes each biennium.
12. Review and/or assist with internal/external audits, research studies, and forecasts.
13. Assist divisions and HRST direct reports in policy and statute interpretation, and training and counseling agency staff on issues, rules, and regulations as appropriate.
14. Plan, assign, and supervise the work of others.
15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
16. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:Education Graduation from an accredited fouryear college or university with major course work in Human Resource Management, Organizational Development, Business Administration, Management, Public Administration, or a related discipline preferred.
Experience Minimum eight (8) years¿ progressively responsible supervisory/managerial experience relevant to the performance of the duties described above.

Licensure and/or Certification SHRM or HRCI Certification in Human Resources (e.g., CP; SCP, PHR, SPHR) is preferred. If driving is required, must possess a valid driver license from state of reside
nce.Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures, including: Employment law, state compensation/classification rules, FLSA, CHRI, TCOLE, records retention, and rules related to CAPPS/HRIS, ATS, and other modules.
Supervisory/Managerial/Leadership Skills Knowledge of management and supervisory methods and principles. Ability to interview, supervise, schedule, evaluate, and motivate others by providing effective coaching and leadership. Knowledge of the development, preparation, fiscal management, and control required to administer a program budget. Demonstrated skill in using logic and reasoning to identify strengths and weaknesses of solutions, conclusions, and/or approaches to problems.
Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
