Description of JobThe Division of Banking protects the public interest and preserves public trust in the Colorado banking industry by regulating state-chartered commercial banks, trust companies, state licensed money transmitters, and enforcing the Public Deposit Protection Act (PDPA).
This work unit exists to serve and protect the public interest by promoting a safe and sound financial institutions industry. This work unit oversees all commercial banks and trust companies safety and soundness, commercial bank trust department examinations, and information technology (IT) examinations of financial institutions regulated by the Division of Banking (Division), manages and supervises financial credit examiners in performance of safety and soundness examinations and oversees the regulatory compliance of commercial banks, trust companies, trust departments and IT. Conducts the final quality review of reports of examinations, and ensures scheduling examinations of commercial banks, trust companies, trust departments and IT in accordance with Banking Board Policy.
Position: SCA 2029
The purpose of this position is to manage and oversee a caseload of assigned commercial banks to ensure compliance with applicable laws, regulations, and supervisory standards. In addition, the position supervises a team of a minimum of three (3) FCE I, II, and III's. This role oversees the planning, execution, and review of commercial bank examinations to promote consistency, efficiency, and effective use of Division resources. The position reviews and approves examination scoping memoranda to ensure examinations are risk-focused, appropriately scoped, and staffed in accordance with the institution's size, complexity, and risk profile, as well as the professional development needs of examination staff. The position is responsible for reviewing reports of examination and progress reports, and for directing supervisory responses as necessary. The position provides oversight of Supervisory Financial Monitoring and Federal Agency Report of Examination Review. When serving as Examiner-in-Charge (EiC), the position leads examination teams, determines examination objectives and areas of review, and ensures examination work is completed in accordance with established regulatory standards.
Duties include but are not limited to:
- Supervising the activities of assigned positions with day-to-day guidance, which includes developing goals, advising, coaching, teaching, correcting, and observing their performance in the field and in the office in order to meet Division objectives and further employee professional development;
- Establishing and communicating performance standards and documenting performance measures for direct reports, which includes routinely assessing whether performance criteria are being met and ensuring deficiencies are appropriately addressed;
- Conducting mid-year progress reviews and annual performance evaluations for subordinate staff;
- Maintaining ongoing communication with federal regulatory agencies, including the Federal Deposit Insurance Corporation (FDIC) and the Federal and the Federal Reserve Bank;
- Approving the Report of Examination (ROE) and transmittal letter to ensure comments support assigned ratings and determining appropriate corrective actions, including formal or informal enforcement actions;
- Participating in management exit meetings and meetings of the board of directors, as required, to communicate examination findings and enforcement actions;
- Conducting quarterly off-site financial monitoring to identify adverse trends, reviewing progress reports for institutions subject to enforcement actions, and reviewing federal examination reports for institutions within the assigned caseload or program area;
- Attending examination exit conferences at the conclusion of federal regulatory examinations;
- Determining whether quarterly progress reports submitted by financial institutions under enforcement action adequately address required corrective actions, which includes deciding whether documentation and responses are sufficient, identifying deficiencies or omissions, and determining whether additional follow-up actions are required;
- Deciding the content and supervisory tone of acknowledgment letters responding to quarterly progress reports, including whether to accept the report as satisfactory, request additional information or corrective measures, and whether correspondence should be issued jointly with a federal regulator.

- The nine (9) years must include at least two (2) years of one (1) of the following:
- Formal supervisory or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
- Experience working as a work leader, responsible for assigning and reviewing the work of subordinate employees.
Option 2: A Combination of Education AND Experience - Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in accounting, business administration, economics, statistics, finance, or a closely related field; AND
- Seven (7) years of progressively responsible, professional* auditing/examination experience with a domestic state or federally regulated financial institution, and/or with a state or federal financial institution regulatory body.
- The seven (7) years must include at least two (2) years of one (1) of the following:
- Formal supervisory or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
- Experience working as a work leader, responsible for assigning and reviewing the work of subordinate employees.
OR- Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, business administration, economics, statistics, finance, or a closely related field; AND
- Five (5) years of progressively responsible, professional* auditing/examination experience with a domestic state or federally regulated financial institution, and/or with a state or federal financial institution regulatory body. The five (5) years must include at least two (2) years of one (1) of the following:
- Formal supervisory or equivalent experience in managing professional level staff (responsible for the pay, status, and tenure of subordinate employees); OR
- Experience working as a work leader, responsible for reviewing the work of subordinate employees.

SUBSTITUTIONS:- Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for one (1) year of the required experience.
PREFERRED QUALIFICATIONS: - Master's degree in a field of study directly related to the work assignment;
- Experience as an Examiner-in-Charge of commercial banks, including providing analysis and recommendations to senior management;
- Knowledge of and experience working with the Colorado Banking Codethe Code of Colorado Regulations; the Code of Federal Regulations; and Federal banking statutes and regulations;
- Knowledge and/or experience of commercial bank examination procedures;
- Demonstrated experience fostering a team-oriented environment;
