Job DescriptionGENERAL DESCRIPTION:The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The Division Chief, under general direction, maintains responsibility for the overall management and direction of the Quality Assurance and Grants Production Division. This position oversees policies, procedures, and strategic goals to ensure proper management of TDEM grants from obligation to closeout. This position will oversee the TDEM Quality Assurance Section and Grants Production Section including the TDEM Grants Management System (GMS). Directs and manages all aspects of internal and external audits with grant activities, and provides guidance and information to functional support teams, including interpreting complex grant terms and conditions and award guidelines. This position will be responsible for developing internal dashboards that provide a level of transparency, presenting the best way to display metrics for ensuring grant compliance.
This position is considered at-will status positions serving at the discretion of the head of the agency.
*Salary is a fixed rate.*This position is located on-site and not subject to telecommuting.ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:- Participates in strategic planning and provides leadership and guidance in carrying out plans in the division. To establish the direction, goals, agendas, implementation strategies, and policies of the Quality Assurance and Grants Production Division.
- Oversees, plans, and develops quality assurance and grant production day to day operations.
- Develops and implements policies, procedures, and strategic goals for division to ensure compliance.
- Responsible for interfacing with FEMA and TDEM grant program leadership on issues related to complex or sensitive project approvals, appeals, violations, etc.
- Develops short and long-range goals and strategic plans to ensure the continuance of quality programs.
- Serves as a liaison with A&M System partners and grant offices to ensure consistency in grant management, internal control, and audit procedures with other A&M System members.
- Direct routine quality assurance activities related to grants including the review of internal controls and procedures.
- Ensures compliance with internal procedures as well as federal, state and A&M System requirements.
- Prepares reports of issues, identifies discrepancies, and proposes corrective actions.
- Collects, compiles and reports on performance measurement data.
- Serves as liaison for all audit activities. Administers the budget and oversees fiscal operations of the Division of Quality Assurance and Grants Production.
- Develops and seeks funding for grant programs.
- Supervises division staff, setting performance standards and accountabilities and conducts performance evaluations within the assigned program area.
- Ensures that programs, activities, and services are in compliance with TDEM and TAMUS, State, and Federal regulations.
- Oversees communications and public relations for the Quality Assurance and Grant Production Division.
- Serves on various committees and represents TDEM at various State and National associations.
- Responsible for documentation support of personnel actions.
- May testify at hearings on behalf of TDEM as needed.
- Ability to travel (15%).
- Performs related work as assigned.
- Face-to-face and person-to-person interactions are required.
- Maintains a regular course of attendance during authorized work schedule and observes approved work hours in accordance with agency leave and attendance policies.

MINIMUMQUALIFICATIONS:Education - Master's degree or equivalent combination of education and experience.
Experience - Ten (10) years of related experience in management.
PREFERRED QUALIFICATIONS:- Experience in emergency management.
- Experience in federal grant management
PREFERRED LICENSES AND CERTIFICATIONS:- Certified Public Accountant (CPA), or Certified Internal Auditor (CIA), or Certified Fraud Examiner (CFE).
*Additional work experience of the type described above may be substituted for the education requirement on a year- for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:- Comprehensive knowledge related to TDEM and TAMUS, State and Federal regulations, legislation, guidelines, policies and procedures.
- Knowledge of Federal Emergency Management Agency (FEMA) and Incident Command System (ICS).

- Availability for after-hours and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve (12) hour shift during activations of the State Operations Center and able to deploy from normal duty station for extended periods in the aftermath of a disaster without relief and to work extended hours.
REGISTRATION, CERTIFICATION OR LICENSURE: Must possess a valid driver license from state of residence.
Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
