Position OverviewThis position is accountable for providing preliminary and final cost estimates that are the basis for Location Studies and Design programs, along with the final costs utilized, to determine if contractor bids are reasonable by providing programming data to determine federal funding.
Essential Functions- Provides cost estimating expertise to all district bureaus that require a cost foundation to establish programs.
- Provides final cost estimates for all state and local projects that are used in the decision-making process and criteria on whether to accept or reject contractor bids.
- Provides engineering methodology and cost factors to the Studies and Plans Unit to determine the final design of various components of a project.
- Acts as the Value Engineering Coordinator for the district.
- Maintains a state-of-the-art knowledge of national and local economics and construction trends.
- Provides, reviews, and approves all agreed unit price items in relation to the costs of the items, determines the reasons for these changes and/or additions, and provides feedback information to designers to improve plans preparation and avoid extra costs during construction.
- Provides all information necessary for obtaining federal funding for projects.
- Trains, motivates, and evaluates subordinate personnel.
- Prepares Pre-Letting Cost Estimates and Post Letting Summaries for the Regional Engineer and designated staff.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications- Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
- Four years of experience in civil engineering.
Preferred Qualifications- Five to ten years of work experience involved in the preparation or construction of highway projects in accordance with design or construction policies.
- Experience in the appropriate use of special provisions and specifications.
- Experience in determining the appropriate use of construction pay items.
- Experience in Value Engineering Studies.
- Experience in communicating with in-house staff and outside entities.
- Good time management skills.
Conditions of Employment- Successful completion of background investigation.
