Position OverviewThe Department of Healthcare and Family Services is seeking to hire a highly motivated, qualified individual to serve as the Assistant Deputy Director for Data Strategy. This position will play a critical role leading the agency's data strategy and providing critical insights that inform decision-making and driving continuous improvement across the Illinois Medicaid program. This strategic role will translate complex data into actionable recommendations that shape policy, enhance program performance, and improve service delivery.
The ideal candidate will bring a powerful combination of strategic vision and technical expertise, using data to advance health equity and support HFS's mission of delivering comprehensive, high-quality healthcare coverage to Illinois residents. The ideal candidate will exhibit strong attention to detail, demonstrate solid leadership skills to achieve set goals while demonstrating independent initiative. The candidate should possess in-depth understanding of data governance concepts, and strong analytical and problem-solving skills.
Essential Functions- Subject to management approval, serves as the Assistant Deputy Director for Data Strategy for the Illinois Department of Healthcare and Family Services (HFS)
- Directs the development and implementation of refinements and additions to HFS's data strategy and data governance, including the data warehouse
- Serves as a full line supervisor
- Serves as agency spokesperson for the Agency post-transactional data management
- Serves as internal data advisor
- Provides advice and consultation to department staff regarding the Department's data analytics and data governance strategies
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in data analytics, statistics, computer science, mathematics, economics, or other related fields
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization or management information systems
Preferred Qualifications- A minimum of five (5) years of professional experience working in the data management field
- Four (4) years of professional experience advising on how to use data to achieve long-term programmatic goals
- Four (4) years of professional experience utilizing data governance principles including establishment of data processes and procedures
- Minimum four (4) years of experience in direct development and application of data analysis design techniques to improve and measure strategic outcomes in the field of healthcare or similarly regulated environment
- Four (4) years of professional experience utilizing database management systems such as SQL Server or similar data warehouse systems
- Minimum three (3) years of experience utilizing data processing and visualization programs for analysis and report generation
- Minimum three (3) years of experience in developing and maintaining effective working relationships and communication skills
- Three (3) years of experience serving as a data management liaison between multiple program areas
Conditions of Employment- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
