Help

The Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to serve as the Director, Technical Division. The Director, Technical Division, reporting directly to the Director, OAL, manages staff which analyze and resolve cases set for hearing concerning natural gas, oil, and electric matters. Cases set for hearing are resolved in a manner that is consistent with the public interest, protects customers and promotes competitive markets. In addition, cases are settled or litigated in a timely, efficient, and equitable manner.

The incumbent is responsible for planning, organizing, directing and executing the technical work for the Office that is associated with resolving cases set for hearing. The incumbent serves as the primary technical advisor to Director, OAL, for overall litigation policy and management. More specifically, the incumbent personally or through Division staff:

  • In conjunction with the Director, OAL, oversees the development of policy for processing administrative litigation based on consensual decision-making and use of ADR techniques.
  • Oversees staff collaboration among professional disciplines, applying legal, economic, accounting, public utility, and engineering knowledge at the Commission to develop staff positions for the resolution of proceedings, and to develop an adequate record for Commission review of litigated or settled cases.
  • Directs and oversees the preparation of technical staff of the Office, including preparation of staff settlement positions, testimony and exhibits in Commission cases involving electric and natural gas/oil pipeline rate and tariff matters.
  • Provides support and assistance to the Office Director to ensure that all programmatic responsibilities of OAL are accomplished in an efficient and effective manner.
  • As directed, the Director, Technical Division will represent the Office Director and the FERC in matters involving administrative litigation and complaint settlement.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Demonstrated experience leading or directing the development of technical, economic, financial, accounting, engineering, or regulatory analyses in administrative litigation, settlement proceedings, or other adjudicatory processes involving the energy industry.

TQ 2: Demonstrated experience applying economic, financial, accounting, engineering, and regulatory principles to issues involving electric utilities, natural gas pipelines, hydroelectric facilities, oil pipelines, or energy markets.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Duty Station: The duty location of this position is Washington, DC.

Ethics Training: Attend a mandatory ethics training. We are governed by the Office of Government Ethics (OGE) Standards of Conduct, the criminal conflict of interest statutes, and FERC's supplemental ethics regulation, which specifically prohibits FERC employees from holding certain energy-related securities. To comply with these regulations and statutes, divestiture of at least some energy securities is likely to be required after you begin employment. See 5 C.F.R. 2634-41; 18 U.S.C. 201-208; 5 C.F.R. 3401. If selected, you may also be required to file a financial disclosure statement within 30 days of appointment.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The Commission structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Agency.
