Brief Job Description

The ITEC Executive Director provides leadership and operational oversight for the SUNY Information Technology Exchange Center (ITEC), a shared services organization consisting of ~75 employees delivering secure, stable, and cost-effective technology services to SUNY campuses and University-wide programs. Established in 1988, ITEC provides enterprise hosting, managed services, academic software licensing, security services, and Tier III data center operations in Buffalo and Albany. ITEC supports more than 50 member campuses and plays a central role in SUNY's shared services and enterprise technology ecosystem.
The Executive Director manages the ITEC program, including governance, service delivery, operations, staffing, budgeting, and execution of the ITEC roadmap. The role ensures that ITEC services and investments align with SUNY enterprise and campus priorities through structured governance and regular reporting. The Executive Director also serves as a senior advisor to the SUNY CIO on enterprise technology considerations surfaced through ITEC operations and shared services delivery.

This position will report to the SUNY Chief Information Officer. Duties and responsibilities will include
  • Provides strategic oversight of the ITEC program, including governance, service delivery, operations, staffing, budgeting, and execution of the ITEC roadmap.
  • Oversees shared infrastructure, cloud, platform, and security services provided by ITEC to SUNY campuses, ensuring reliability, performance, and continuous improvement.
  • Ensures alignment between ITEC program direction and SUNY enterprise strategy through structured governance, roadmap reviews, and regular reporting of performance, risks, and investment needs.
  • Provides operational and programmatic leadership to ITEC technical and administrative teams, including resource allocation, service development, procurement, vendor management, and policy implementation.
  • Approves operational standards, runbooks, and routine service changes; recommends major service/investment changes for approval through ITEC governance and SUNY enterprise processes.
  • Oversees disaster recovery and business continuity planning for ITEC services and facilities, including periodic testing and remediation planning.
  • Serves as a senior advisor to the SUNY CIO on enterprise technology considerations identified through ITEC operations and shared services delivery.
  • Supports feasibility assessments and selection processes for services, software, and hardware used within the ITEC program; establishes priorities and schedules for ITEC initiatives.
  • Ensures compliance with SUNY policies, including SUNY 6900, and applicable New York State laws, regulations, and security standards.
  • Oversees operational execution by ITEC technical teams, including incident response, service reliability, and infrastructure maintenance.
  • Develops and implements administrative and operational policies supporting effective, secure, and compliant ITEC operations, including leadership development, succession planning, and performance management for managers and program leads within ITEC
  • Represents ITEC within SUNY governance bodies, committees, and collaborative initiatives.

Required Qualifications

Required
  • Bachelor's degree and 10+ years of progressively responsible IT leadership experience, including 5+ years leading multidisciplinary technical teams.
  • Significant experience implementing, supporting, or operating an Enterprise Information System (e.g., SIS/ERP/HRIS/Finance) in a complex, multi-stakeholder environment.
  • Demonstrated success leading or maturing IT operations, shared services programs, or enterprise technology environments.
  • Experience negotiating major enterprise technology contracts and managing vendor relationships.
  • Substantial experience collaborating within a multi-institution environment similar to SUNY.
  • Experience with IT Service Management (ITIL) practices and service delivery frameworks.
  • Experience overseeing information security, compliance, and risk management functions.
  • Experience delivering or consuming shared services within a multi-stakeholder environment.
  • Strong leadership, communication, interpersonal, and organizational skills.


Preferred Qualifications
  • Experience working within a multi-campus governance structure.
  • Experience supporting academic and administrative applications of technology in higher education.
  • Significant experience implementing, supporting, or operating a Higher Education Student Information System, preferably Banner.
  • Experience with IT procurement and large-scale technology acquisition processes.
  • Experience presenting to large or diverse audiences, including governance bodies.
  • Substantial experience within the SUNY system.
  • ITIL certification.
  • Experience with cloud computing platforms and hybrid infrastructure environments.
  • Project management experience.
  • Networking or infrastructure engineering experience.
