Full Job Description
This is a multi-level posting. Candidates may be considered for any of the posted levels, depending on their level of experience and depth of expertise. The Director/Senior Director, Project Construction and Engineering manages, coordinates, and exercises functional authority over all activities associated with the design, construction, and engineering of projects; including but not limited to, generation additions and upgrades, electric vehicle infrastructure, energy storage, decommissioning, environmental, communications, facilities, asset acquisitions, new technology, and other projects as assigned. The Director is responsible for negotiating project construction and engineering contracts and administering the associated contracts after execution. The position manages internal resources, as well as contractors and consultants, in the construction and engineering of projects ensuring regulatory compliance, timely completion and financial performance. This position maintains key business, public and stakeholder relationships as well as coordinates with other departments in the completion of project tasks. Supports projects as a company representative in permitting, legal and regulatory proceedings. Responsibilities Direct the activities of staff to ensure conformity with regulations, policies, and procedures, manage continuous improvement in the performance of all areas of responsibility, manage staffing and personnel related responsibilities. Manage all aspects of construction and engineering activities for multiple projects across the company's service territory. Responsible for all technical aspects of projects including electrical interconnection, SCADA and communications interconnection, design, ensuring efficient and productive operations, and development and implementation of asset management plans. Manages internal and external resources in the completion of project evaluations, designs, schedules, budgeting and financial tracking, project studies and surveys, regulatory approvals, resource assessments, and supports the acquisition of local, state, and federal permits. Leads the negotiations for, and manages internal and external personnel to execute, construction and engineering related, equipment supply, construction, and other project related contracts, and manages personnel in the administration of contracts after execution. Responsible for developing and maintaining construction schedules, development, and issuance of requests for proposals and general industry awareness. Leads the performance of due diligence activities and issuing recommendations to executive management. Leads the development of plans, scheduling and completion of internal and contracted work needed to meet project deadlines. Coordinates all project start up and commissioning requirements and manages the transition from project construction to operations turn over. The position will develop and maintain strategic relationships with contractors, consultants, equipment suppliers, and other key project stakeholders critical to success of company's projects and future development plans. Manages the research and evaluation of potential projects and technologies to develop business cases for implementation into the company's assets. Develops strategic plans and makes recommendations to executive management and executes approved project plans. Ensure projects comply with all local, state, and federal requirements. Ensures the safety of all company and contractor personnel during the construction of projects. Serve as a witness and provide other support as needed in ratemaking and other regulatory approval processes, legal and permit proceedings. Ensure projects are designed in accordance with company objectives and policies and in compliance with all regulatory requirements. Ensure accurate, compliant and timely interconnection into the associated electrical and communications systems. Develops internal and external presentations, best practices, and standard operating procedures, represent the company at local landowner meetings, community events and media interviews. Coordinates the company's response to landowner and local government agencies, concerns, issues, and internal and external data requests that arise during development and construction activities. Perform any additional responsibilities as requested or assigned. Qualifications Bachelor's degree in engineering, finance, business, accounting or related field or equivalent work experience. (Typically eight years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.) Director, Project Construction and Engineering (19) Eight or more years of power industry experience; four of those years relating to project construction, engineering, operations, or development preferred. Senior Director, Project Construction and Engineering (20) Ten or more years of power industry experience; four of those years relating to project construction, engineering, operations, or development preferred. Four years or more of direct project leadership experience preferred. Advanced degree preferred. Well established relationships with industry stakeholders including project contractors, consultants, and major equipment suppliers. Excellent verbal and written communication skills, including negotiation, presentation, and interview skills. Effective interpersonal skills and leadership abilities. Effective analytical, problem-solving, and decision-making skills. Project management, risk management, planning and budgeting skills; ability to prioritize and handle multiple issues, tasks, and projects concurrently. Ability to travel occasionally (typically 20% travel). Employees must be able to perform the essential functions of the position, with or without an accommodation.
