RESPONSIBILITIES

The Director of Security Projects and Administration is responsible for safeguarding Authority personnel, property, and revenue by leading the Internal Security Department's capital and operational security initiatives.

This role provides executive oversight of the planning, design, implementation, and lifecycle management of major electronic security systems (ESS), physical security hardening efforts, and all department-led security projects.

The Director also manages the department's capital and operating budgets, procurement of critical security assets, and vendor contracts to ensure operational readiness and alignment with agency-wide standards.

The Director provides supervision, performance management, and professional development for internal security staff, ensuring a high-performing team capable of responding to evolving security needs and maintaining compliance with policies and procedures. Responsibilities include mentoring staff, conducting performance evaluations, and aligning work assignments with strategic departmental goals.

Key responsibilities include the administration of the Security Sensitive Information Compliance Program, oversight of all security-related assets under the Enterprise Asset Management Initiative, and the development and enforcement of training and policies related to security compliance.

The Director also leads interagency coordination with MTA agencies and external partners to align funding, design, and execution of joint security efforts and vulnerability mitigation strategies.

This position is responsible for ensuring project execution, compliance, and risk mitigation meet evolving security threats, regulatory requirements, and technological standards.

The incumbent will also be deployed, as needed, to address urgent security concerns or emerging priorities across the Bridges and Tunnels system.

QUALIFICATIONS

Bachelor's in Criminal Justice, Criminal Investigations, Criminology, Homeland Security, Intelligence, Engineering Forensic Sciences, Public Administration, Business Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, Technology or a related field.

Must have a minimum of ten (10) years of progressive experience in security, including security strategic planning, security contract administration, and management .

Must have at least five (5) years in a management or supervisory role in a large, multi-faceted organization.

An equivalent combination of education and experience may be considered.

Valid Driver's License in the State of New York

Experience with managing a multi-million-dollar budget including purchasing, and asset management.

Proficiency in Microsoft Windows based operating systems, Microsoft office, and other applications.

Experience in security management to include personnel, information and computer security.

Experience with networks and communications systems (both data and voice).

Keen understanding of Agency's functions and responsibilities.

Geographical familiarity with the New York Metropolitan region.

Ability to perform physical security surveys, including climbing ladders, navigating treacherous terrain, working in roadway or underneath bridge.

Excellent project management and organizational skills, with the ability to balance competing priorities.

Highly organized and detail oriented to keep pace in frequently changing conditions.

Ability to communicate with all levels of the organization and representing B&T at high-level meeting and also hosting presentations.

Ability to read and understand blueprints .

Ability to work in a highly confidential environment.

Strong analytical and problem solving skills in the areas of project management.

Familiarity with procurement processes and contract negotiation.

Superior written and oral communication skills in English.

Ability to work rotating and non-traditional tours (evenings, overnight, weekends, holidays, etc).

Ability to effectively complete multiple critical parallel/concurrent tasks (multi-tasking). Ability to pass a rigorous background investigation.

Experience in security management to include personnel, information, and computer security.

Experienced in designing, implementing and maintaining electronic security systems.

Possess a working understanding of Threat, Vulnerability and Risk Assessment (TVRA) and Crime Prevention through Environmental Design (CPTED) principles.

Ability to work independently with limited direction.
