Full Job Description
POSITION SUMMARY:

The Director of Utilities Management provides strategic leadership and overall accountability for Dominium's Utilities Management and Water Systems functions. This position leads the development and execution of strategies that improve utility performance, strengthen water-system reliability, reduce consumption and water loss, control costs, and support the long-term operational and financial performance of the portfolio. The Director oversees utility billing and account data, benchmarking, master metering and submetering strategies, energy and water conservation initiatives, rebates and incentives, and capital planning related to utility and water-system improvements. Using utility, financial, and water-system data, the Director identifies trends, risks, recurring issues, and cost-saving opportunities and drives coordinated action across internal teams, utility providers, and vendors.

ESSENTIAL FUNCTIONS:

  1. Develops and executes the overall strategy, priorities, performance standards, and long-term plans for the Utilities Management and Water Systems functions.
  2. Directs utility management activities across the portfolio, including utility account oversight, consumption and cost management, billing review, tariff optimization, master metering and submetering strategy, supplier agreements where applicable, and related cost-control initiatives.
  3. Oversees the Water Systems program and maintains overall accountability for system reliability, preventive maintenance strategy, leak identification and resolution, water-loss reduction, and consistent execution across the portfolio.
  4. Leads the collection, governance, accuracy, accessibility, and effective use of utility-account, consumption, cost, benchmarking, and water-system data.
  5. Analyzes utility, financial, and water-system data to identify trends, anomalies, risks, recurring failures, performance gaps, and cost-saving opportunities and directs corrective action based on findings.
  6. Establishes key performance indicators, reporting standards, and management routines that measure utility costs, consumption, water loss, system reliability, preventive maintenance completion, issue resolution, and program outcomes.
  7. Evaluates portfolio utility arrangements, rate structures, tariffs, billing practices, metering configurations, and service agreements and recommends changes that improve accuracy, efficiency, reliability, and cost effectiveness.
  8. Directs the evaluation and implementation of energy and water conservation opportunities, including available rebates, incentives, supplier programs, and operational improvements.
  9. Partners with the Vice President of Maintenance and other stakeholders to evaluate, prioritize, and support capital expenditures related to energy efficiency, water conservation, metering, monitoring, leak detection, and water-system reliability.
  10. Partners with Property Management, Corporate Maintenance, Asset Management, Regional Maintenance Managers, Regional Maintenance Supervisors, and property teams to translate data and program priorities into effective property-level action.
  11. Builds and manages productive relationships with utility providers, technology partners, contractors, and vendors and holds external partners accountable for service quality, performance, cost, and contractual commitments.
  12. Directly supervises the Utilities Specialist and Lead Water Systems Specialist and provides overall leadership for the Water Systems team through the Lead Water Systems Specialist. Selects, onboards, coaches, develops, and evaluates team members; establishes goals and performance expectations; assigns priorities and resources; promotes collaboration and accountability; and supports succession and workforce planning for the Utilities Management and Water Systems functions.
  13. Communicates performance, risks, recommendations, and financial and operational impacts to senior leaders and other stakeholders through clear reporting and presentations.
  14. Adheres to all applicable Fair Housing laws and regulations.
  15. Performs additional projects and other duties as assigned.


QUALIFICATIONS: (Knowledge, Skills, Abilities, Education, Training and Experience.)

  • Bachelor's degree in engineering, facilities management, construction management, energy management, sustainability, business, finance, data analytics, real estate, or a related field required. An equivalent combination of education and relevant experience may be considered.
  • Eight years of relevant progressive experience in utilities management, energy or water management, facilities, sustainability, building systems, asset management, property operations, or a related field required, including at least four years of leadership experience.
  • Multifamily, affordable housing, or multi-site real estate experience strongly preferred.
  • Demonstrated experience developing and leading utility, energy, water conservation, metering, benchmarking, or related portfolio-level programs.
  • Strong analytical and financial acumen, with the ability to interpret complex utility, consumption, cost, billing, and system-performance data; identify material trends and risks; and convert findings into measurable action.
  • Proficiency with Microsoft Excel and experience using utility data-management and benchmarking platforms, property management systems, water monitoring or leak-detection systems, business intelligence tools, artificial intelligence tools, and other relevant technologies. Experience with Yardi or similar property management software preferred.
  • Demonstrated ability to lead and develop teams, manage cross-functional initiatives, influence stakeholders, and hold internal and external partners accountable for results.
  • Excellent written and verbal communication skills, including the ability to present complex operational and financial information clearly to senior leaders, property teams, technical partners, and vendors.
  • Strong judgment, organization, project management, and problem-solving skills, with the ability to prioritize competing needs across a geographically dispersed portfolio.
  • Knowledge of applicable utility practices, rate structures, metering concepts, energy and water conservation principles, and relevant regulatory or compliance considerations preferred.
