Full Job Description
HGA is seeking an experienced Director of Project Services to lead the corporate functions that support field operations across all projects and regions. This role provides strategic oversight of the Quality, Project Controls, Planning, and Equipment departments, ensuring these teams operate as a unified project services organization that delivers consistent, reliable support from project mobilization through closeout.

The Director of Project Services partners closely with regional operations leadership, project managers, and executive leadership to ensure the proper people, processes, systems, and resources are in place to support successful project execution. This position serves as the primary executive-level point of accountability for project services performance across the organization.

Essential Duties and Responsibilities

  • Lead and manage the Quality, Project Controls, Planning, and Equipment Department Managers, including performance management, coaching, workforce development, and succession planning.
  • Establish and maintain an integrated Project Services organization that provides consistent support to field operations across multiple concurrent projects and geographic regions.
  • Develop, implement, and maintain standards, procedures, systems, and best practices across all project services functions.
  • Partner with regional operations leadership and project management teams to ensure project services resources are appropriately planned, assigned, and deployed.
  • Provide executive oversight of project cost controls, forecasting, earned value metrics, variance analysis, and project performance reporting.
  • Ensure project controls reporting is timely, accurate, and provides meaningful information to project teams and executive leadership.
  • Oversee project planning and scheduling activities, ensuring project schedules are realistic, resource-loaded, and aligned with execution strategies.
  • Guide schedule development, updates, progress measurement, recovery planning, and schedule risk analysis efforts.
  • Direct equipment fleet planning, utilization tracking, maintenance programs, and equipment allocation to maximize field productivity and cost efficiency.
  • Oversee quality management programs and standards to ensure project teams execute work in compliance with applicable codes, specifications, client requirements, and company standards.
  • Establish, monitor, and report key performance indicators (KPIs) across all project services functions.
  • Identify organizational trends, resource constraints, project risks, and operational improvement opportunities.
  • Serve as a member of the Operations Leadership Team and provide leadership updates regarding project services performance, staffing, and strategic initiatives.
  • Drive standardization of reporting tools, project controls systems, templates, workflows, and performance metrics across all projects and regions.
  • Evaluate and implement technology solutions and process improvements that increase efficiency, data accuracy, and organizational effectiveness.
  • Support business development, estimating, and proposal efforts through cost benchmarking, schedule development, project execution planning, and equipment strategy input.
  • Develop and manage departmental budgets, staffing plans, workforce forecasts, and capital equipment recommendations
  • Promote a culture of safety, accountability, collaboration, continuous improvement, and operational excellence throughout the organization.
Required Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business Administration, or a related field preferred. Equivalent industry experience may be considered in lieu of a degree.
  • Minimum of eight (8) years of progressive experience supporting construction project controls, project services, project management, or field operations.
  • Demonstrated experience leading multiple project support functions, including project controls, scheduling/planning, quality, equipment management, or related disciplines.
  • Proven success managing department managers, supervisors, and multidisciplinary teams.
  • Strong understanding of:

    • Project controls methodologies
    • Cost management and forecasting
    • Earned value management principles
    • CPM scheduling and planning techniques
    • Construction quality management systems
    • Equipment and fleet management practices
  • Experience supporting civil, industrial, manufacturing, energy, or heavy construction projects.
  • Strong analytical, financial, and reporting capabilities.
  • Ability to interpret complex project data and communicate findings to executive leadership.
  • Excellent leadership, organizational, communication, and problem-solving skills.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Experience with Primavera P6, Microsoft Project, or similar scheduling and project controls software.
Preferred Qualifications

  • Experience supporting multiple concurrent projects across several geographic regions.
  • Background in EPC, industrial construction, heavy civil construction, or large-scale capital project execution.
  • Professional certifications such as:

    • PMP (Project Management Professional)
    • PSP (Planning & Scheduling Professional)
    • CCP (Certified Cost Professional)
    • CMAA or similar industry credentials
  • Experience implementing project management systems, reporting frameworks, and operational improvement initiatives.
  • Strong understanding of construction contract administration and project execution strategies.
  • Ability to regularly travel to project sites, regional offices, and client locations.
  • Ability to work in both office and active construction environments.
  • Ability to wear required personal protective equipment (PPE), including hard hat, safety glasses, high-visibility clothing, and steel-toed boots.
  • Ability to walk active construction sites, climb stairs, and navigate uneven terrain during project visits.
  • Ability to occasionally work extended hours based on project and business demands.
