Full Job Description
The Director of Human Resources serves as the agency's HR leader, directing the daily administration and strategic alignment of all human resources functions for 200+ staff members. Reporting directly to executive leadership, the Director oversees recruitment of non-legal employees, labor relations, performance management, payroll and benefit administration, as well as compliance with city, state and federal laws and requirements. This critical role ensures that personnel decisions are administered fairly, consistently, and in accordance with federal, state, and local regulations.

Key Responsibilities:
  • Strategic Leadership: Direct all agency HR operations; advise executive leadership on personnel matters, employment law, policy, and workforce planning.
  • Policy & Compliance: Develop and implement HR policies and best practices. Ensure strict compliance with federal, New York State, and New York City employment laws, civil service regulations, and collective bargaining agreements.
  • Talent Management: Oversee the full employee lifecycle, including recruitment, hiring, onboarding, performance evaluations, transfers, and separations.
  • Fiscal & Payroll Collaboration: Partner with the Chief Financial Officer to manage payroll, compensation, and personnel actions with budgetary impact, ensuring accurate financial stewardship and executive review.
  • Interagency Liaison: Serve as the primary agency liaison to the NYC Department of Citywide Administrative Services (DCAS), Office of Labor Relations (OLR), NYCAPS, and other City entities.
  • Team Management: Supervise HR staff and oversee daily unit operations while maintaining the security and confidentiality of all personnel records.
  • Culture Advocacy: Foster a workplace culture rooted in professionalism, accountability, respect, collaboration, and exceptional service.

Preferred Qualifications:
  • Education: Bachelor's degree required; master's degree in HR, Public Administration, Business Administration, or a related field preferred.
  • Experience: Significant, progressively responsible HR management experience, ideally within government or the public sector.
  • Labor Relations: Proven experience handling labor relations, employee investigations, disciplinary procedures, and collective bargaining agreements.
  • Technical Skills: Familiarity with New York City personnel systems (NYCAPS, CityTime, PMS) is highly desirable.
  • Core Competencies:
    • Exceptional judgment, leadership, supervisory, and conflict-resolution abilities.
    • Strong written, verbal, and interpersonal communication skills.
    • Proven discretion and sound judgment when managing highly confidential matters.
    • Commitment to building a positive work environment for all employees.
    • Ability to build collaborative partnerships across all organizational levels and external agencies.
