Duties & Responsibilities

SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Create, document, and organize detailed information regarding State and federal third-party reimbursement rate setting
  • Support efforts to track all fee-for-service third-party reimbursement rates including Medicare, Medicaid, Essential Plan, Commercial, Marketplace, and Workers Comp
  • Work closely with Managed Care to understand rate setting and contract negotiation with plans
  • Work closely with the system's Third-Party Reimbursement unit, Financial Planning Unit, City-Funded Projects unit, and External & Regulatory Affairs on program advocacy from policies of various governmental entities for which the system receives funding (City, State, and federal).
  • Create and manage detailed data models to track potential changes in reimbursement rates and impact on systemwide revenue
  • Liaise with Inpatient, Outpatient, and SNF teams on rate analysis and communicate potential changes
  • Lead the review proposed State and federal regulations, law, and policies around rate setting, and support advocacy related to adjustments to reimbursement rates, including attending industry webinars and events focused on changes in reimbursement policy and communicate to Finance leadership the anticipated impacts of such changes
  • Track and analyze budgeted capital rates
  • Maintain utilization, payor mix, and other data in conjunction with the Central Office Budget team, and conduct analysis on industry trends.
  • Liaise with Revenue Cycle and other Central Office Finance teams to communicate rate adjustments and technical requirements
  • Liaise with NYS DOH and build relationships with staff regarding rate activities
  • Create monthly, quarterly, and year-end retro adjustments for use with Corporate Reimbursement and Corporate Comptroller. Work closely with the Senior Director of Finance on supplemental Medicaid retro adjustments
  • Work closely and frequently liaise with members of the Corporate Reimbursement team as it relates to cost reporting, audits, and other reporting requirements


Minimum Qualifications
1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline with an emphasis on accounting and financial systems; and four (4) years of responsible-level experience in fiscal management or administration with an emphasis on financial systems, management information and controls, three (3) years of which must have been in responsible administrative or managerial capacity; or
2.Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and five (5) years of experience, as described in "1" above, three (3) years of which must have been in aresponsible administrative or managerial capacity.

Department Preferences

  • Healthcare delivery system experience
  • Working understanding of federal and state healthcare initiatives and regulations
  • Rate development; rate analysis and projections
  • PC and/or OS operating systems
  • Microsoft Office suite (including advanced MS Excel with ability to build and maintain complex financial model)
  • 7+ years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance, or appropriate functional discipline with an emphasis on planning, liaison, and inter organizational relationships.
