Full Job Description
STATEMENT OF THE JOB:

Under the direction of the Administrator for Family Services, the Director of Operations for Homebase services has responsibility for administrative and managerial operations in CCNS' Homelessness prevention programs assuring the implementation of comprehensive, quality homelessness prevention services to individuals and families. Consistent with the Agency mission to develop effective responses to human need, the Director of Operations is responsible for the identification of gaps in service delivery system, develops and implements processes and services that will improve these systems, including monitoring revenue, expenditures, productivity, program development and compliance with regulatory requirements, audit readiness and new initiatives. The Director of Operations will ensure that program management staff carries out their job responsibilities consistent with agency policies and procedures in a professional, ethical manner that respects the dignity of a homeless population.
  • Monitor and oversee all aspects related to the delivery of services - including program site visits.
  • Ensure that target population has access to service according to contractual requirements and Agency Mission.
  • Plan, coordinate, identify and implement program outcomes and evaluation, strategic planning, accreditation efforts and program development.
  • Develop programmatic policies and monitor program adherence to policies.
  • Supervise program management staff.
  • Monitor appropriateness of staff development models, staff supervision and staff training.
  • Provide and/or coordinate in-service trainings related to management and service delivery.
  • Track issues related to staff retention and developing methodologies to address staff turnover.
  • Monitor program management staff adherence to Agency, funding source and regulatory requirements.
  • Develop data analysis and management reporting including working with Computer Services to develop data capture tools, develop productivity metrics, and identify trends including demographics and service delivery issues.
  • Develop appropriate program budgets and monitor program adherence.
  • Monitor program compliance to levels of service, milestones, outcomes and targets.
  • Develop strategies to ensure that the Agency is regarded as a leader in its service provider communities.
  • Facilitate program management's understanding and incorporate Agency determined Best Practices, Integrated Delivery and/or Evidence Based Practices models as needed.
  • Responsible for collection and review of program reports.
  • Identify and report on external and internal inefficiencies that negatively impact on program ability to provide services and function in an efficient and professional manner.
  • Coordinate follow-up and ensure cooperation for the attention and service requests related to identified parish and community needs.
  • Report to the Administrator and Vice President of Family Services and/or Agency Administration issues that may have a negative impact on the reputation of the Agency, client and/or staff welfare or any corporate compliance issue including program incident reports or grievances.
  • Take leadership/involvement in the RFP process and other grant/Agency initiatives as needed.
  • Create and analyze service models which best meet program outcomes and policy papers as needed.
  • Have awareness of, prepare and, when appropriate, participate in internal and external audits.


QUALIFICATIONS:
  • Master's degree in a social welfare or related field.
  • Ten (10) years of relevant experience in an administrative capacity.
  • Requires a combination of skills in the following areas; operational oversight and evaluation of program services and staff, personnel management, public relations, governmental relations, leadership development and team building skills.
  • Ability to translate regulatory requirements into the development of processes.
  • Comfortable with public speaking, lobbying and advocacy.
  • Able to travel to multiple program sites during all hours of program operations as necessary.
  • Able to lift up to 10 pounds.
