POSITION TITLE: Director of Facilities Services

REPORTS TO: Superintendent of Schools

PRIMARY FUNCTION: Provide strategic leadership, direction, and oversight for all District facilities, operations, maintenance, capital improvement projects, construction management, energy management, safety and security initiatives, transportation services, food service operations, warehouse operations, and related support services.

Responsible for the planning, design, construction, renovation, operation, maintenance, and long-range management of District facilities and infrastructure. Direct the development and implementation of capital improvement programs, major maintenance projects, energy conservation initiatives, safety and security programs, and facility planning efforts to ensure safe, efficient, sustainable, and educationally appropriate learning environments.

This position incorporates architectural, engineering, project management, operational, financial, and personnel leadership responsibilities in support of the District's educational mission.

QUALIFICATIONS:

1. EDUCATION

a. Required: Bachelor's Degree or higher from an accredited college or university in Architecture, Engineering, Construction Management, Facilities Management, or a closely related field.

2. CERTIFICATION

a. Preferred: Certification as a Registered Professional Architect or Professional Engineer in the State of Wisconsin, or the ability to obtain certification upon appointment.

3. EXPERIENCE

a. Required:

o Minimum of ten (10) years of progressively responsible professional experience in facilities management, architecture, engineering, construction management, or related fields.

o Experience managing capital improvement projects, maintenance operations, and large-scale facility programs.

b. Preferred:

o Experience in multi-site facility operations.

o Experience with K-12 educational facilities.

o Experience with referendum planning, construction programs, and long-range facilities planning.

ESSENTIAL PERFORMANCE RESPONSIBILITIES:

1. Leadership & Administration

a. Provide leadership for all facilities-related operations supporting District schools, support facilities, and other District-owned properties.

b. Develop and implement strategic goals, objectives, and operational plans for Facilities Services.

c. Provide clear direction, guidance, and support to supervisory and professional staff.

d. Promote innovation, efficiency, accountability, and continuous improvement.

e. Participate in District committees, planning initiatives, and community engagement activities.

f. Demonstrate integrity, sound judgment, professionalism, and ethical leadership.

g. Support District goals, policies, procedures, and initiatives.

2. Facilities Operations & Maintenance

a. Direct the operation, maintenance, repair, and improvement of all District buildings, grounds, infrastructure, and support facilities.

b. Oversee preventive maintenance programs and maintenance management systems.

c. Lead and monitor maintenance functions including:

o HVAC

o Electrical

o Plumbing

o Carpentry

o Painting

o Electronics

o Grounds

o Environmental Services

o Vehicle Maintenance

o Warehouse Operations

d. Establish performance standards and expectations for facilities operations personnel.

e. Oversee building rental programs and community use of District facilities.

3. Capital Projects, Architecture, Engineering & Construction Management

a. Plan, develop, and manage the District's capital improvement, major maintenance, and construction programs.

b. Evaluate facility needs and develop solutions for renovations, additions, and new construction.

c. Manage all phases of capital projects including:

o Feasibility studies

o Scope development

o Conceptual and schematic design

o Budget development

o Construction documents

o Competitive bidding

o Contract administration

o Construction oversight

o Project closeout

d. Perform or oversee architectural and engineering evaluations, studies, and designs.

e. Prepare or supervise preparation of plans, specifications, drawings, and cost estimates.

f. Coordinate architectural and engineering consultants.

g. Lead value engineering efforts to maximize project effectiveness and cost efficiency.

h. Conduct field investigations, inspections, punch lists, and project closeout activities.

i. Review and authorize contractor payment requests.

j. Ensure compliance with applicable federal, state, and local laws, regulations, codes, and standards.

k. Present project information, designs, and recommendations to the Board of Education, committees, municipal agencies, and the public.

4. Long-Range Facilities Planning

a. Lead long-range facilities planning efforts.

b. Conduct facility condition assessments and utilization studies.

c. Develop and maintain comprehensive capital improvement plans.

d. Analyze enrollment trends, program needs, facility capacity, and boundary considerations.

e. Provide leadership and support for referendum planning and implementation.

f. Participate in property acquisition, disposal, leasing, and real estate transactions.

5. Safety, Security & Environmental Programs

a. Direct programs that ensure safe, secure, and healthy learning and working environments.

b. Oversee District school safety and security initiatives including:

o Emergency Operations Planning

o Security system design and implementation

o Access control systems

o Active threat preparedness programs

o Staff and student school safety training (ALICE procedures)

c. Direct environmental compliance programs including:

o Indoor Air Quality

o Asbestos Management

o Hazardous Materials

o Environmental Health and Safety Programs

d. Participate in District safety committees and related initiatives.

6. Energy Management & Sustainability

a. Direct the District's energy management and conservation programs.

b. Evaluate and implement energy-efficient building systems, renovations, and retrofits.

c. Monitor utility consumption and energy performance.

d. Lead energy benchmarking and reporting initiatives.

e. Coordinate participation in energy efficiency programs and incentive opportunities.

f. Develop operational strategies to reduce utility costs and improve sustainability.

7. Personnel Management

a. Supervise and evaluate assigned supervisors and professional staff.

b. Participate in staffing, recruitment, hiring, assignment, evaluation, discipline, and employee development.

c. Recommend appointments, transfers, promotions, retirements, and separations.

d. Establish departmental work schedules, priorities, and performance expectations.

e. Conduct regular staff meetings and provide ongoing professional guidance.

f. Promote employee training and professional development.

8. Budget & Financial Management

a. Develop and administer departmental operating and capital budgets.

b. Manage budgets for:

o Facilities Operations

o Maintenance

o Capital Improvements

o Utilities and Energy

o Transportation

o Food Service

o Warehouse and Distribution Operations

c. Monitor expenditures and ensure fiscal accountability.

d. Maintain project budgets and verify financial reporting and accounting accuracy.

e. Develop long-term funding strategies for facility improvements and capital projects.

9. Transportation & Food Service Oversight

a. Provide administrative oversight and leadership for Transportation Services.

b. Provide administrative oversight and leadership for Food Service Operations.

c. Ensure programs operate efficiently, effectively, and in compliance with applicable regulations.

d. Support department directors and supervisors in achieving operational goals.

10. Communications & Community Relations

a. Serve as the District's primary resource regarding facilities planning, construction, maintenance, safety, and operations.

b. Communicate effectively with staff, students, parents, community members, contractors, consultants, regulatory agencies, and governmental entities.

c. Prepare and present reports, recommendations, and updates to the Board of Education and administration.

d. Provide information regarding facility use, construction projects, safety initiatives, and operational matters.

e. Directly respond to emergency situations, such as fire, tornado, and snow emergencies, inclement weather, power outages, and other emergency situations.

11. Records, Technology & Information Management

a. Maintain facility records, drawings, specifications, project files, and technical documentation.

b. Oversee District CAD, building information, and facility database systems.

c. Maintain archives of architectural, structural, mechanical, electrical, plumbing, and civil drawings.

d. Oversee maintenance of key control and access control systems.

e. Ensure accurate reporting and recordkeeping related to facilities operations and projects.

12. Professional Growth

a. Participate in professional organizations and industry associations.

b. Attend seminars, workshops, conferences, and continuing education programs.

c. Maintain required professional licensure and certifications.

d. Stay current with developments in facilities management, architecture, engineering, construction, safety, and educational facility planning.

13. Other Duties

a. Perform other duties as assigned by the Superintendent

EFFECTIVE DATE: Appointment to this position is subject to confirmation by the School Board and effective thereafter.

TERMS OF EMPLOYMENT: In accordance with the Employee Handbook

SALARY RANGE: The salary for this position is commensurate with the current Administrative, Supervisory and Technical Classification and Compensation Policy depending on qualifications and experience.

EVALUATION: The employee will be evaluated annually in accordance with the Administrative, Supervisory and Technical Classification and Compensation Policy.
