Position Overview
Position Summary Winston-Salem State University is seeking a Director of Emergency Management.The Director of Emergency Management provides strategic leadership and oversight for the University's emergency management program. This position is responsible for developing, implementing, and maintaining comprehensive plans and procedures that support the University's preparedness, prevention, response, continuity, and recovery efforts. The Director also manages the emergency management budget, oversees program resources and expenditures, and supervises assigned emergency management personnel.
The Director coordinates the University's response to emergencies, disasters, significant events, and other incidents that may affect campus operations. The position works collaboratively with University leadership, Campus Police and Public Safety, Environmental Health and Safety, Facilities Management, Student Affairs, Academic Affairs, Information Technology, local first responders, government agencies, and community partners to promote a safe, prepared, and resilient campus environment.
Primary Responsibilities of the Director of Emergency Management:- Revise and continually maintain the Campus Emergency Plan, an all-hazards plan used in the event of a natural disaster or a human-made incident strikes
- Ensure that the Campus Emergency Plan meets National Incident Management System (NIMS) standards.
- Coordinate with campus departments to develop and revise emergency policies, to ensure that those policies are congruent with the overall Campus Emergency Plan.
- Collaborate with Strategic Communications personnel to maintain the Crisis Communication Plan and revise as needed.
- Establish and maintain a repository of all University emergency related plans and policies utilizing relevant IT systems
- Work closely with the WSSU's Environmental Health and Safety (EHS) Department to ensure consistent emergency planning processes.
- Serve as functional administrator of the campus Emergency Notification System (RamALERT), ensuring system testing and functionality.
- Work with campus department representatives, coordinate development, maintenance, and implementation of a business continuity plan, utilizing available planning software and in coordination with Information Technology's disaster recovery plan.
- Ensure that all campus emergency responders receive the appropriate level of Incident Command System (ICS) training to meet NIMS compliance.
- Develop training for top level administrators on campus, including training in responsibilities of disaster response for policy makers and key management staff.
- Work with other emergency management experts to conduct and coordinate at least two table top exercises or drills per year to include the participation of those individuals who have a role in the campus Emergency Plan, campus entities that have accreditation exercise requirements, and local emergency response agencies.
- Maintain the campus Emergency Operation Center (EOC), ensuring the proper functioning of all electrical equipment and storage of adequate supplies
- Assist as needed with the maintenance of the Mobile Command Center to ensure its field readiness at all times.
- Serve as EOC manager during activation, operating Web EOC to coordinate with local & state emergency management, oversight of ICS implementation, and NIMS documentation.
- Coordinate and serve as facilitator for all critical incident debriefings as prescribed in the campus Emergency Plan, and produce an after-action report for all such incidents.
- Serve as the University's primary representative on the Forsyth County Local Emergency Planning Committee (LEPC)

Normal Work Schedule The regular work schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening, weekend, and adverse-weather work may be required as necessary.
This position is designated as a Mandatory Employee and requires availability on short notice during emergencies and other critical incidents. The incumbent must be available for call-back during significant emergencies and disasters and may be required to report to emergency or disaster sites on campus throughout response and recovery operations.
Department Required Skills - Bachelor's degree
- Six years' work experience in emergency management/disaster response related programs.
- Minimum of three years supervisory experience
- Certification Required: ICS 100, 700, 200 and 800 certification
- Valid driver's license
Equivalent combinations of education and experience may be considered.
Preferred Years Experience, Skills, Training, Education - Master's degree from an accredited college or university in Emergency Management, Planning, Communications, Emergency Services, Business or Public Administration, or related field.
