Overview

The Director of Communications is responsible for establishing and executing a coordinated and comprehensive communications strategy to provide significant and timely information to the Corpus Christi community. Assumes full management responsibility for department activities, including marketing, public information, engagement, multimedia, and the 311 Call Center. This work includes serving as a central source of information about the City and as an official channel of communication between the City and all stakeholders. Recommends and administers policies and procedures related to these areas of responsibility.

Responsibilities
• Responsible for the development and implementation of department goals, objectives, policies, and priorities and builds a solid and cohesive team
• Assess and monitor workload for staff members
• Monitors and evaluates the efficiency and effectiveness of service delivery methods, procedures, and outcomes
• Reviews and evaluates methods and procedures and identifies opportunities for improvement and directs the implementation of changes
• Develops and implements public and internal communications strategies
• Produces, edits, and disseminates compelling written, graphic, and multimedia materials, including press releases, newsletters, email blasts, and videos
• Conceptualize and execute strategic messaging and promotions of City programs, projects, and initiatives
• Monitors analytics and other assessments to ensure desired City goals are met
• Works closely with City leadership, City staff, government entities, and other stakeholders during crises, emergencies, disasters, and other high-profile events
• Manages professional strategies through a variety of marketing and media platforms to increase public awareness and promote City Departments and their initiatives to print, video, website and social media
• Increases community engagement and outreach through communication, marketing, and branding
• Fosters constructive relationships with media, community, parents, and staff members
• Manages constructive relationships with local and national media outlets and reporters
• Directs communications with directors and executive staff to ensure priorities and City communications goals are being met
• Coordinates and prepares for press conferences and other events
• Oversees and manages staff with to livestream City Council meetings and other committee and/or public meetings as requested and assigned
• Directs the development and administration of the department budget
• Directs the preparation and implementation of budget adjustments as necessary
• Establishes goals and key performance indicators for the 311 Call Center
• Resolves complex escalated customer complaints
• Ensures relevant and accurate information is disseminated to the community
• Performs other related duties and fulfills responsibilities as required.

Position Type and Typical Hours of Work
• Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Qualifications
• Bachelor's degree (BA/BS)
• Ten (10) years of professional experience working in communications, media relations, public affairs, or public information for a major corporate or government entity

Preferred
• Master's degree in communications, Business Administration, Business Communications, Marketing, Public Administration, Management, or a discipline related to the business performed by the department

Licenses and Certifications

Required
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Relocation Package

The City offers an excellent relocation assistance package that includes up to $20,000 for the following housing and moving expenses:

Temporary housing assistance
• Two (2) visits to the City which may include two (2) round trip flights or mileage (including hotel, car rental, etc) for the purpose of obtaining temporary or permanent living arrangements.
• Reimbursement for moving company expenses

• Additional accrued annual vacation hours based on years of experience

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.

Supplemental Information
• Any position that lists a minimum qualification for education level and/or license/certification will require the applicant to provide proof of documentation if selected for hire into the position with the City of Corpus Christi.
