Overview

We are seeking a Director of Business Development with established experience and relationships in water resources, stormwater, flood forecasting, utility, municipal, or engineering consulting, and insurance markets. Reporting to the Director of Business Operations, this person will be responsible for opening doors, building a qualified pipeline, owning the full sales cycle, and converting opportunities into revenue across both StormWise and FloodWise. This is a hands-on, execution-focused role for a proven business developer who can generate traction quickly, while laying the foundation for a future sales organization as the business scales.

Responsibilities

  • Translate company growth goals into an actionable business development plan, sales targets, territory priorities, and measurable revenue outcomes in partnership with the Director of Operations and company leadership.
  • Identify, evaluate, pursue, and follow up with target customers through direct outreach, warm industry relationships, inbound inquiries, conferences, webinars, demonstrations, presentations, and other strategic sales and marketing channels.
  • Develop and deepen relationships with utilities, municipalities, agencies, consulting firms, floodplain managers, the insurance markets, and other decision-makers or influencers in the water resources market.
  • Generate qualified leads and opportunities; build, manage, and continuously advance a disciplined sales pipeline through CRM-based tracking and reporting.
  • Own the full sales cycle, including prospecting, market research, discovery, needs analysis, solution positioning, proposal development, negotiation, closing, renewals, and upselling opportunities.
  • Present capabilities and communicate unique selling propositions based on prospect needs and Streamline Technologies offerings
  • Partner with the Water Resources Engineering team to identify, qualify, and respond to strategic RFP/RFQ opportunities, including preparation of written materials and sales positioning.
  • Meet or exceed defined sales goals, bookings targets, pipeline milestones, and market-expansion objectives established with the Director of Operations and Leadership Team.
  • Provide clear monthly reporting on pipeline status, opportunity stage, forecast accuracy, sales activity, wins/losses, and key market feedback.
  • Support execution of the Streamline Technologies Strategic Plan to meet overall business goals and objectives
  • Represent Streamline at priority industry conferences and associations, including AWRA, ASFPM, FSA, stormwater, floodplain management, utility, insurance, emergency management, and engineering-market events.
  • Approximately 50% travel, primarily industry conferences and key account/client visits


Qualifications

  • Bachelor's degree
  • 7+ years of business development, sales, or client-development experience in water resources, stormwater, flood forecasting, utilities, engineering consulting, environmental technology, infrastructure software, or a related market; demonstrated record of meeting or exceeding sales goals required.
  • Existing professional relationships in the water resources market required; relationships with utilities, municipalities, agencies, consulting firms, floodplain managers, or industry associations strongly preferred.
  • Ability and willingness to learn the technical fundamentals of hydrologic/hydraulic modeling, flood forecasting, SaaS/software licensing, and water resources workflows sufficiently to communicate value to technical and non-technical buyers.
  • Ability to translate complex technical solutions into clear, compelling sales points for non-technical buyers
  • Experience selling to or working with federal, state, and local government clients required or strongly preferred, including familiarity with public-sector procurement processes, RFPs/RFQs, purchasing cycles, and relationship-based business development.
  • Demonstrated ability to manage a multi-stage sales cycle and multiple concurrent opportunities
  • Strong interpersonal, presentation, and written/verbal communication skills
  • Self-starter who can work independently while collaborating closely with Operations and Engineering teams
  • Strong organization, time management, CRM discipline, and forecasting habits; experience using Salesforce, HubSpot, Microsoft Dynamics, or similar CRM platforms preferred.
