GENERAL DESCRIPTION

SUMMARY

DCA is seeking one qualified Accounting Director candidate. This position reports directly to the Chief Financial Officer and is responsible for the agency's financial operations, general ledger activities, reporting compliance, comprehensive accounting, and financial activities. Provides leadership to subordinate managers and staff. Performs a variety of complex studies, research, and reporting. Assumes responsibility for the Office of Accounting and performs other related work as required.

MINIMUM ELIGIBILITY REQUIREMENTS

Bachelor's degree in public administration, business administration, accounting, finance, or related field from an accredited college or university AND Six years of experience in general management, accounting, or budgeting.

OR

An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis and two years of which in fiscal analysis work in a budgeted function.

PREFERED QUALIFICATIONS
Preference will be given to applicants who, in addition to meeting the entry qualifications, possess 2 or more of the following:

  • Five years of experience in a supervisory role.
  • Three or more years leading or managing an accounting or finance department in a Georgia State Government Agency.
  • Experience analyzing and interpreting complex financial data.
  • Experience in progressive government accounting and budgeting, sufficient to thoroughly understand the diverse objectives and functions of the finance department to direct, perform and coordinate work within the department
  • Demonstrated proficiency with Microsoft Excel (pivot tables, VLOOKUP).
  • Knowledge and experience with GAAP.
  • Experience working in Workday.
  • Completion of Governmental Accounting Certification Program.


JOB DUTIES AND RESPONSIBILITIES
  • Performs job responsibilities with minimal supervision.
  • Manages and develops a comprehensive accounting program, which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, statutory accounting requirements, and departmental fiscal policies and procedures;
  • Analyzes financial statistics and other accounting data to identify trends impacting fiscal position of the agency;
  • Provides leadership to subordinate managers and staff.
  • Reviews and analyzes general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies, and procedures;
  • Prepares or directs the preparation of financial reports in both standard and specialized formats;
  • Monitors the day-to-day activities of the accounting department.
  • Correctly identifies discrepancies in financial records and takes appropriate corrective action(s) to amend identified variances;
  • Represents the financial interests of the agency in accounting related interactions with other parties such as banks, vendors, auditors, and external customers;
  • Correctly applies principles in analyzing accounting and fiscal situations to ensure integrity of the fiscal operations;
  • Submits financial reports as requested in a timely manner;
  • Develops and maintains effective internal control structures that preserve the integrity of the financial records;
  • Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations in respective section; establishes workloads and prioritizes work assignments; motivates/guides subordinates toward accomplishment of departmental goals and objectives; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and trains staff in operations, policies, and procedures.
  • Ensures timely review and processing of all financial transactions to maintain expenditure controls.
  • Completes special projects and performs other duties as assigned.


KNOWLEDGE, SKILLS, & ABILITIES
  • Knowledge of accounting principles to include GAP, Governmental Accounting Standards, and statutory regulations
  • Knowledge of and experience in personnel matters, staff development, and other related activities in assigned areas.
  • Skilled in the use of Microsoft applications (Excel, Word, and PowerPoint).
  • Skilled in the use of financial software (Workday)
  • Skilled in verbal/written communication, interpersonal, and organizational skills.
  • Experience in communicating with senior leadership and in dealing with the public
  • Ability to plan and direct the work of others.
  • Ability to understand financial and/or cost accounting concepts

POSITION REQUIREMENTS

WORKING CONDITIONS ( TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required

PHYSICAL / SENSORY REQUIREMENTS:

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Minimum Qualifications:
Bachelor's degree in accounting and five (5) years of professional accounting job-related experience, which includes three (3) years in a managerial or supervisory role; or one (1) year of experience at the lower level Sr Mgr, Accounting (FIM012) or position equivalent.
